For the use of satellites in Brazil, in most cases, an authorization from Anatel is required. The authorization type depends on the ITU radiocommunication service associated with the frequency bands to be used.
All satellite communication systems operating over the Brazilian territory must be associated with ITU satellite networks.
The satellite landing right grants to a satellite operator the authorization to use spectrum and orbit resources, to perform satellite communication and to provide satellite capacity. The provision of satellite capacity is not a telecommunication service. Satellite capacity can only be provided to entities that hold a concession, a permission or an authorization to provide telecommunications services or to the Armed Forces.
Definitions:
Brazilian Satellite is the one that uses spectrum and orbit resources (satellite network) under the responsibility of Brazil at ITU and that has its TT&C station in the Brazilian territory.
Foreign Satellite is the one that uses spectrum and orbit resources (satellite network) under the responsibility of other Administrations at ITU.
