Education for the 21st century : the challenge of quality and equity

This paper attempts to identify some of the principal obstacles that Brazil will have to overcome in order for its educational system to reach the levels of efficiency, equity and quality demanded by society – levels that may guarantee support for the nation’s sustainable development plans in the 21st century.
