Brazil's government celebrates results of COP 28 in the United Arab Emirates

(Note by the Ministry of Foreign Affairs) - The 28th Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change (UNFCCC) concluded on Wednesday, December 13th, in Dubai, United Arab Emirates. Brazil's candidacy to host COP30 in 2025, to be held in Belém (PA), was unanimously approved at COP28. COP29 will be held in Azerbaijan.
The main result of the COP negotiations in Dubai was the completion of the first global stocktaking under the Paris Agreement, which assessed the state of the global response to climate change. Recognizing the sense of gravity and urgency warned by science, the global stocktaking pointed to advances in the climate fight since the Paris Agreement's adoption, while identifying significant gaps in climate commitment implementation, particularly by developed countries, in terms of past efforts to cut emissions and financial obligations to developing countries.

For the first time, the COP in Dubai explicitly addressed the issue of fossil fuels, establishing global objectives for the transformation of energy systems toward climate neutrality by 2050, as well as the achievement of the Paris Agreement goal of limiting temperature increase to 1.5 °C above pre-industrial levels. To address the effects of climate change, the Loss and Damage Fund and the Global Adaptation Goal were also approved.
Reflecting Brazil's proposal, COP28 launched the Road Map to Mission 1.5, aimed at strengthening international cooperation and stimulating the ambition of countries in their next commitments to be presented in 2025, when this country will host COP30 in Belém. Under the leadership of the presidencies of the United Arab Emirates (COP28), Azerbaijan (COP29) and Brazil (COP30), Mission 1.5 will be implemented from Dubai to Belém, to achieve the 1.5ºC temperature target, in line with sustainable development and poverty eradication efforts.

I would like to express my heartfelt gratitude to the United Arab Emirates, particularly the president of the COP, for his warm hospitality and firm and dedicated commitment in bringing us here.
I would also like to emphasize the critical role of civil society in its work, alertness, and pressure to ensure that we continue to make decisions with the urgency that the climate emergency requires.
We have approved a fundamental agreement here that gives concrete form to the Paris Agreement commitments. Our recent commitment redirects not only our ambitions, but also our responsibilities. Our commitment in all dimensions, including mitigation, adaptation, and means of implementation, is now unavoidable.
We are pleased to have formed a troika with the UAE, Azerbaijan, and Brazil to act on what science tells us is the last window of opportunity to shift our actions toward 1.5 °C.
As President Lula said in a speech at the beginning of this COP, we could not leave here without the firm decision to "face the debate on the slow pace of decarbonization of the planet, and work for an economy less dependent on fossil fuels".
Our next task is to align the necessary implementation means, ensuring the fundamental premise of a just transition. It is therefore critical that developed countries lead the transition away from fossil fuels and provide the necessary resources for developing countries to implement mitigation and adaptation measures.
The challenge of achieving "Mission 1.5" is dependent on everyone's efforts, particularly everyone's commitment to aligning their next NDCs with this goal. Brazil is delighted and honored to be a part of this task, as well as to celebrate concrete steps forward at COP30 in Belém do Pará, in the Amazon.
