Alckmin: Brazil’s good phase and the new PAC program’s opportunities to attract investments

At the New PAC presentation ceremony for around 50 foreign representatives at the Itamaraty Palace, acting president Geraldo Alckmin highlighted Brazil's potential to attract foreign investment. According to Alckmin, the country is going through a good phase and meets the requirements of producing well, cheaply and sustainably.

According to the president, the triad of interest, exchange rates and taxes – all decisive to the economy – has been showing positive signs such as competitive exchange rates, interests on a downward trend, and tax system rates that are being simplified by the reform that’s already been approved by the Chamber of Deputies and is undergoing analysis by the Senate.
“This is going to simplify the tax model, reduce the Brazil Cost and completely relieve investment and exports. This measure affords the country economic efficiency, increased GDP and growth,” said Alckmin. According to the president, Brazil harbors countless opportunities as well as democracy and legal security.
The vice-president also highlighted President Luiz Inácio Lula da Silva’s commitment to inclusive development with stability and sustainability, and mentioned actions that have already been carried in these first nine months of government – such as the real increase in the minimum wage, the resumption of social program grants and the Desenrola Brasil, which has already helped renegotiate the debts of millions of people.
Alckmin also highlighted the uniqueness of Brazil’s energy matrix, which is clean and renewable, and the possibility of producing green hydrogen and decarbonization through a regulated carbon market.
SIGNIFICANT NUMBERS - The presentation disclosed figures referring to New PAC investments in different fields. For new road concessions, an estimated BRL 78.2 billion. For port auctions, BRL 9 billion. For energy transmission, another BRL 40.1 billion. In the field of sanitation, BRL 24.4 billion – and another BRL 2 billion to be invested in urban solid waste.
SUSTAINABLE - Minister of the Government’s Civil House and New PAC coordinator Rui Costa highlighted that the program’s investments strive to align themselves with environmental sustainability by prioritizing the best global practices. He asked the ambassadors to publicize investment opportunities in Brazil among companies and investment funds in their countries. He explained that energy transition is one of the pillars of the program, which has an estimated investment of BRL 1.7 trillion.

Rui Costa mentioned investments in clean energy – such as solar and wind – that have already been made by foreign companies, and plans to produce green hydrogen from this clean energy. “We strive to align Brazil with humanity’s cry for a sustainable environment and the reduction of carbon on the planet. The minister highlighted the investment program’s enabling actions and work through Public-Private Partnerships and public concessions in addition to State budget resources. Costa mentioned projects that foresee the use of green hydrogen in locomotives, VLT urban trains [Veículo Leve sobre Trilhos] and road freight transport.
Costa also mentioned that, in the New PAC, the generation of clean energy is anchored in the increase in transmission lines in Brazil through the auctions that are foreseen by the program. “The objective of the energy lines is to unlock private investments in wind and solar energy, and to enable the production of hydrogen,” he explained.

INTEGRATION - Substitute minister of Foreign Affairs Ambassador Maria Laura da Rocha told the ambassadors that “our country cannot develop by itself, and will only grow in a sustainable way through integration into its regional environment.” The minister mentioned that Itamaraty is ready to contribute to the implementation of the New PAC also in missions abroad and in contact with diplomatic representations.
600 PRIVATE BILLION - The special secretary for Articulation and Monitoring of the Civil House Maurício Muniz presented the New PAC’s nine fields of activity and the set of institutional measures that have been planned. He stressed that the private investments already included in the program add up to over BRL 600 billion. “It is important that international investors know our plan and, thus, may plan to participate in this moment of growth and development in Brazil.”
