High-level UN representatives visit Belém to learn about preparations for COP30: BRICS Team/PR
Field visits to learn about hotel infrastructure, transportation logistics plans, public safety, and public health for COP30 (United Nations Climate Change Conference) are on the agenda of the official mission of a UN delegation to Belém, in the State of Pará. During this week, international experts are hosted by technicians from the Brazilian state and municipal governments in meetings to discuss preparations for the event that will take place in November.
The United Nations Climate Change Secretariat - UNFCCC is responsible for the negotiations for holding the Conferences. Deputy Executive Secretary Noura Hamladji highlighted that the event is a major political and diplomatic challenge, since it works towards reaching consensus among more than 100 countries on commitments to address the climate crisis.

Extraordinary Secretary for COP30
“This technical visit aims to support the Federal Government of Brasil. We are not an assessment mission — we are a mission with a very clear objective: to make the COP in Belém a success. We are very impressed with the presentations we saw and with Brasil’s advance preparation,” Hamladji said at the opening meeting.
During the meeting, the extraordinary secretary for COP30, Valter Correia, presented the figures and work fronts that are being carried out by the Federal Government in the preparation of the event venue, health, transportation, accommodation, and security. “We are working tirelessly to deliver a COP that has all the necessary conditions to ensure the success of global climate negotiations, so that everyone leaves Brasil with an excellent impression of our country, and so that strengthened tourism becomes a great legacy of COP30 for Brasil.”
Hana Ghassan, vice-governor of Pará and president of the COP30 State Committee, highlighted the desire, alongside the Federal Government and the UNFCCC, to make Belém “the best host of all COPs”. She reinforced that the investments will leave a legacy to the city.
“We are working daily, at an advanced pace of planning and construction, in a very important year not only for our state, which has the honor of hosting this important event, but for Brasil and the world, since, during the COP, there will be leaders from several nations discussing climate change to update the Paris agreement and, in this way, allow humanity to move towards a more sustainable future,” said Ghassan.
The mayor of Belém acknowledged the social challenges the city faces. According to Normando, they are common in large Brazilian cities and do not reduce the potential of the capital of Pará to hold the event. For the head of the municipal executive branch, COP Amazônia is an opportunity to confront prejudices against the northern region of Brasil. The mayor also highlighted that the local government is committed to building the necessary infrastructure.
“We are certain that we will be able to overcome any challenges that may arise with creativity — and that the people of Belém, who are without a doubt our greatest asset, will receive everyone with great human warmth and the certainty that COP30 will be extraordinary. We are prepared,” Normando emphasized.
COP30 will take place between November 10 and 20 in Belém do Pará. The Federal Government, in partnership with local governments, has already invested BRL 4.7 billion in infrastructure to host the global debates on commitments and financing to address the climate crisis.
Among the ongoing actions is the improvement of the city's tourism sector to accommodate the 50,000 people that are expected at the event. Government efforts should create an additional 26,000 new homes to accommodate people accredited for COP30 during the 10 days of debates. Technical visits are a routine procedure at all COPs, taking place several times throughout the year in every country that hosts the Conference.
