Desde 1996, el Programa de Posgrado en Astronomía del Observatorio Nacional organiza cursos avanzados en astronomía, astrofísica y cosmología denominados "Ciclo de Cursos Especiales" (CCE). Los cursos son realizados anualmente en la sede del ON, en la ciudad de Rio de Janeiro, y en cada Ciclo son abordados tópicos actuales de tres o cuatro áreas distintas de la astronomía. Este formato es único en este tipo de eventos en Brasil, puesto que eventos similares son realizados con periodicidad menor y son, normalmente, dedicados a un único tópico.
El CCE está normalmente compuesto por tres o cuatro cursos, ofrecidos sempre por investigadores de renombre internacional y de reconocida capacidad didáctica. La duración del evento es de una semana, y cada curso tiene una carga horaria de aproximadamente 8 horas-cátedra.
Los gastos del CCE son principalmente financiados a través de recursos presupuestarios del Observatorio Nacional, del Programa de Apoyo al Posgrado - PROAP/CAPES y del Programa de Apoyo a Eventos - PAEP/CAPES.
Aunque el principal público de los cursos sean los estudiantes de posgrado, el evento tambiém permite una actualización de los investigadores del ON, y favorece un aumento de las cooperaciones científicas. Además, cada año un número mayor de estudiantes de otros institutos brasileños y latinoamericanos participan de los cursos, transformando al Observatorio en un polo de atracción para estudiantes e investigadores de la astronomía de todo Brasil y Sudamérica.
