Study in Brazil
The Ministries of Education (MEC) and Foreign Affairs (MRE) published, on July 9, Notice No. 03, which regulates the selection process for the Student Agreement Program (PEC) in the Undergraduate (PEC-G) and Portuguese as a Foreign Language (PEC-PLE) modalities for entry in 2025. Both modalities involve the free provision of spots by the higher education institutions (HEIs) participating in PEC-G to foreign students for full undergraduate courses in Brazil, as well as courses focused on achieving proficiency in the Portuguese language (Celpe-Bras).
Registration for the PEC-G and PEC-PLE selection processes is free and must be carried out at a Brazilian diplomatic or consular representation in one of the participating countries, between July 22 and August 23, following the steps defined in the notice.
The selection of applications will be carried out by a committee composed of teaching and administrative staff from higher education institutions participating in PEC and associations of Brazilian higher education institutions. The selection will involve an analysis of the academic record and other documents required by the notice.
The preliminary results, as well as the list of remaining vacancies and any waiting list, will be published from October 25 on the DCE/MRE website.
PEC-G was created in 1965, making it one of the oldest and most established tools for the internationalization of Brazilian higher education. The program facilitates the access to foreign candidates by offering the Brazilian network of embassies and consulates abroad as points for dissemination, contact, and collection of documentation from interested students.

Step 1: Fill out the online Pre-application Form.
Step 2: Research higher education in Brazil, the courses, and the institutions of your interest to decide your options for vacancies.
Note: If you need to learn Portuguese and take the Celpe-Bras exam in Brazil, you must apply for both the PEC-PLE and PEC-G. In this case, you must also decide your options for vacancies for the PEC-PLE course.
Step 3: Contact the Brazilian embassy in Windhoek (adm.windhoek@itamaraty.gov.br) to find out how and when to submit the required documents.
Step 4: Submit the required documents to the Brazilian embassy.
Step 5: Complete your application at the Brazilian embassy or consulate.
Note: Steps 4 and 5 may not occur on the same day. Check with the Brazilian embassy or consulate.
Important: The application is free. You must apply at the Brazilian embassy in participating countries.

ABOUT PEC PROGRAM
The Brazilian government annually provides exchange options for foreign students who are interested in taking undergraduate courses at Brazilian universities. The program is called PEC-G and selects students from 69 different nations.
There are no tuition fees or any financial contributions required for the courses, which last an average of 4 to 5 years and cover many different fields of expertise. In return, the student must be able to cover the travel fees and living expenses while in Brazil.
Conditions for participation:
- The candidate must be at least 18 years old;
- To have finished middle school (secondary education) studies outside of Brazil, with grades of at least 60% of the final average of the combined subjects and at least 60% in the official language;
- If a candidate's secondary education is still in progress, he or she may still apply for the selection but must first submit the certificate of completion before officially registering for the university;
- To demonstrate financial capacity to travel to Brazil and to fund the stay in the country during the course. It is mandatory to present a financial supporter with enough means to send funds regularly to the student.
- If selected, the candidate will be enrolled in a potuguese language course for 1 (one) year in a registered institution in Brazil, after which the student will take the oficial portuguese exam (CELPE-BRAS). After approved in the language exam, the student will follow their studies in the chosen undergraduate course.
- The candidate must not have any valid visa of any kind for entry in Brazil;
