VISOF - Official Visa / VIDIP - Diplomatic Visa
Namibian citizens who bear an official or diplomatic passport do not need visas to travel on official missions to Brazil as long as the mission is shorter than 90 days.
The VISOF (official visa) may be granted in the following cases:
- to foreign authorities and employees who travel to Brazil on an official mission, representing a foreign State recognized by the Brazilian Government, as well as their dependants;
- to foreign authorities and employees who travel to Brazil on an official mission, representing an International Organisation (such as the United Nations, UNESCO etc.) recognised by the Brazilian Government, as well as their dependants;
- to foreigners travelling to Brazil, under official approval, as a student, intern, employee or representative of institutions of recognised economic, cultural or scientific relevance, of international scope, included in this definition, for example:
a) missions of a scientific-cultural nature provided for in an International Agreement;
b) technical assistance missions carried out within the scope of agreements that expressly contemplate the granting of VISOF visas to technicians, experts and cooperators;
c) cooperation missions with Brazilian government bodies;
d) students to attend courses at the Brazilian Armed Forces Academies;
e) foreign students to attend the Rio Branco Institute;
f) director of the Alliance Française, Goethe Institut, Instituto Miguel de Cervantes, JBIC (Japan Bank for International Cooperation), KFW (Kreditanstalt für Wiederaufbau) and others, under the terms of the institutions' charter;
g) interns from diplomatic missions and foreign consular offices or representations of international organisations, recognised by the Brazilian Government.
The VISOF visa may also be granted to the dependants of those listed under number 3 above.
REQUIREMENTS
PASSPORT
Validity
Your passport must be valid when applying for the visa. It does not need to be valid until the date when you intend to travel to Brazil, but it must be valid when we issue you the visa. We may issue you the visa even if your passport is about to expire, but before boarding a plane/ship or crossing a border towards Brazil, you must make sure you have a passport that is valid until your intended date of return (USA passports only) or valid for at least six months after the date you enter Brazil (passports of all other countries). If your valid visa is on a passport that has expired, you must then carry two passports: the expired one containing your valid visa and a new valid one.
Signature
Adults must sign their passports. Passports of minors do not need to be signed.
Very few countries have passports which do not require signature. Check your passport and make sure it is signed if there is a field for it.
Pages
Your passport must contain at least two blank pages, i.e. pages without any other visas or stamps. The pages for observations, annotations, etc. are reserved for your own country. We cannot use them. If your passport has run out of pages, you must obtain a new one before applying for a visa to Brazil.
Condition
Your passport must be in good condition in order to be accepted as a valid document. It must not be torn, wet, damp, stained, cut, punctured, excessively dirty etc.
PHOTO
One of the requirements for your visa application is the photo. It must match the ICAO standards: https://www.icao.int/Security/mrtd/Downloads/technical%20reports/annex_A-photograph_guidelines.pdf.
The photo must preferably have a white or light-coloured background.
ELECTRONIC VISA APPLICATION FORM
The application must be filled out completely online. There is no paper-based application form. You must access the following link: https://formulario-mre.serpro.gov.br/sci/pages/web/ui/#/servicos-estrangeiros . There's a button to change the language at the top right-hand corner of the page. At the end of the process, the system will generate an application receipt like the model shown below. You must print it, stick your photo onto it and sign in the appropriate field.
NOTE VERBALE / DIPLOMATIC NOTE
You must present a note verbale or diplomatic note containing the following information:
1. Your full name and nationality.
2. Your passport type (diplomatic, official, ordinary etc.), number, issuing country and date of expiry.
3. Your position.
4. The objectives, location and duration of the mission and, when applicable, the entity or person to be contacted in Brazil.
Namibian citizens must present a note verbale from MIRCO (Ministry of International Relations and Cooperation) with the information listed above.
Employees of international organisations (such as UN, UNESCO etc.) must present a note verbale with the information listed above as well as apply for their visa with their laissez-passer. In case presenting a laissez-passer is not possible, the International Organisation must inform the reason for that in the diplomatic note. It is also necessary to present a certificate from the international organisation stating that the visa applicant is travelling on an official mission.
Those representing their governments must present a note verbale with the information listed in 1-4 above issued by their embassy in Namibia or with jurisdiction over Namibia. Alternatively, the note verbale may be sent from their Embassy in Brasília (or with jurisdiction over Brazil) directly to the Brazilian Ministry of Foreign Affairs. In that case our headquarters will forward the note verbale to the Embassy of Brazil in Windhoek.
