Family Reunion Visa (VITEM XI)
Please bear in mind the Temporary Visa XI is only applicable to those moving to Brazil for a longer period of time. It is not to be applied for as a substitute for a visitors visa, in case you visit Brazil once a year, for example. Visitor visas allow you to stay in Brazil for up to 180 days in a year.
The Temporary Visa XI (Family Reunion) in issued for applicants who intend join an immediate family member (Brazilian citizen, holder of a Brazilian VITEM or holder of a Brazilian Residency Permit) in Brazil.
Temporary visa for family reunion purposes may be granted to the immigrant:
I - spouse or partner (de facto), without any discrimination, in accordance with the Brazilian legislation, (of a Brazilian/residency permit holder/VITEM holder);
II - child (of a Brazilian/residency permit holder/VITEM holder);
III - who has a Brazilian child;
IV - who has an immigrant child who holds a residency permit;
V - ascendants up to the second degree (of a Brazilian/residency permit holder/VITEM holder);
VI - descendants up to the second degree (of a Brazilian/residency permit holder/VITEM holder);
VII - siblings of a Brazilian/residency permit holder/VITEM holder, provided they are under 18 years of age. If over, economic dependence on the requesting party must be prove; or
VIII - who has a Brazilian under his tutelage, or legal guard
The Embassy in Wellington may issue a VITEM XI, depending on the nationaly of the applicant. For some countries, we may need to request authorisation to the Ministry of Foreign Affairs of Brazil.
Required Documentation
The applicant must provide the following documentation:
- Personal Brazilian I.D. (carteira de identidade) or equivalent document (Brazilian Birth Certificate plus photo ID) of the applicant's partner, child, relative of legal guardian, as specified above. If foreigner, passport with VIPER or any type of VITEM;
- Applicant's marriage certificate, or birth certificate, or official dependency document or official court or state-issued document attesting to the relevant eligibility conditions. Attention: All documentation not issued in Brazil must be previously apostilled with the Apostille Certification by the DIA (https://www.dia.govt.nz/apostille);
- Formal statement attesting, under penalty of Law, current residency in Brazil or plans to move to Brazil: a) prepared and signed by the Brazilian party/residency permit holder/VITEM holder before a notary public and apostilled by the Department of Internal Affairs; or 2) signed by the sponsor, when Brazilian, in person at the Embassy; or c) when the VITEM XI sponsor is a minor, prepared and signed by applicant before notary public and apostilled by the Department of Internal Affairs.
- Original Criminal Record Check certificate issued by the Ministry of Justice, issued within the last 90 days (for applicants aged 18 years and older), with an "Apostille Certification" issued by the Department of Internal Affairs (https://dia.govt.nz/apostille);
- Air tickets to Brazil - booking confirmation or reservation document;
- Passport with at least six months' validity remaining, and at least four blank pages;
- Polio vaccination certificate (for children aged between 3 months and 6 years);
- Self-addressed stamped envelope for the return of the passport. A mail/courier service that provides a tracking number is strongly recommended – please keep a copy of the tracking number.
- Visa application form with one photo ("Recibo de Entrega do Requerimento", filled out online, please see below).
- Consular fees
- The Embassy may at any time request further information or additional documents as deemed necessary.
Visa Application Form
The Visa Application form must be filled out online at https://formulario-mre.serpro.gov.br/sci/pages/web/ui/#/servicos-estrangeiros
Instructions:
- Select your preferred language for the online form (language tab), Click “Visa” (if the English flag was selected)
- Read the instructions
- Fill out the form as accurately and completely as possible Click “Submit” to receive your application number and receipt
- Print the Visa Form Delivery Receipt (Recibo de Entrega de Requerimento)
- Attach one passport sized photo (3.5 x 4.5cm), according to the photo requirements (do not staple it to the form)
- Sign the receipt in the appropriate box and on the very bottom of the receipt provide us with an email address and phone number for further payment instructions
- Either photocopy the receipt or write down the application number (número de protocolo) and keep in a safe place (it can be used to check at which stage of processing your application is at);

Lodge your visa application on the e-consular website, by requesting a visa service appointment;

Wait for the Embassy's validations of your e-consular request and follow the instructions given by the e-consular system to send the documentation to the Embassy of Brazil or to schedule an appointment.
Minors under 18 years of age:
A copy of the minor’s birth certificate is required in all cases;
The visa application form must be signed and notarized by both parents/guardians. Also, in the case of minors not travelling with both parents/guardians, a notarized letter of consent for travel to and from Brazil is required, signed by the non-accompanying parent(s)/guardian(s).
Processing Time
The usual processing time of visa applications is 5 business days for validation of appointment on the e-consular system, plus 5 business days after receipt of the documents.
The Embassy reserves the right to request additional documentation or to request an interview with the visa applicant, in which case the processing time might be extended up to 30 days.
Please note that the Embassy DOES NOT ISSUE SAME DAY VISAS, unless in case of a documented medical emergency.
Applications will only be accepted if all required documents are enclosed. Incomplete applications will be returned at the applicants' expense.

Required Documentation for de facto relationships (Civil Union) couples
Proof of de facto relationship (Civil Union)
ONE of the following documents will be accepted as proof of de facto relationship (civil union):
EITHER
1) A declaration of de facto relationship, issued by a government body of the country in which the applicant has been residing (ex. Partnership Visa, letter from Immigration NZ);
OR
2) Proof of a de facto relationship issued by a Family Court in Brazil, or equivalent foreign authority (in New Zealand, by Births, Deaths and Marriages);
* When neither of the above documents can be obtained, the following documents may be accepted on a case by case scenario:
3) Certificate of a civil union issued by the Civil Registry Office in Brazil, or equivalent foreign authority (eg. Births, Deaths and Marriages, Partnership Visa);
OR
4) Notarised declaration signed by the couple, confirming the existence of a de facto relationship;
TOGETHER WITH TWO (2) of the following documents:
5) Proof of financial dependence, issued by the Secretariat of the Federal Revenue of Brazil or equivalent foreign authority (e.g. Inland Revenue);
6) Certificate of a ceremonial marriage from at least 12 months prior to the application;
7) Formal testimonies from witnesses that attest to a de facto relationship, duly notarized;
8) Proof of life insurance that shows one of the partners as the holder of the policy and the other as a beneficiary;
9) Deed of the purchase or sale of real estate, registered with the Registry of of Real Estate in Brazil, or a joint tenancy agreement;
10) Proof of a joint bank account with at least 12 months of statements;
From the Brazilian Party of the Relationship
1) A letter requesting the issuance of the visa, including the history of the relationship;
2) Term of Responsibility (a formal affidavit of obligation and support for the applicant) signed by the requesting party, and authenticated by a registry office in Brazil or signed at the Embassy;
3) From either the applicant or the requesting party, proof of means to sustain themselves and the partner, such as funds in Brazil or overseas; a work contract with regular income; scholarships; or any other relevant means;
4) Original plus copy of their Brazilian identity card.
From the Applicant
5) Valid Passport;
6) Police clearance certificate, issued by the country of origin or residence (e.g. the Ministry of Justice);
7) Proof of individual immigration tax payment;
8) Declaration of the legal civil status of the applicant, issued from their country of origin (e.g. a Certificate of Search/No Impediment, issued by Births, Death and Marriages).

IMPORTANT: All non-Brazilian documents not issued in New Zealand must be legalised by the Brazilian consulate or embassy that has jurisdiction of the place of issuance or receive an apostille by the country's authorities.
