TENDER INVITATION No. 5/2024
1. The Embassy of Brazil in Tel Aviv is looking for a property in the Tel Aviv area (or neighboring cities) to serve as the new official residence of the Ambassador of Brazil in Israel.
2. Listed below are the desired characteristics of the property:
a. Location: Tel Aviv or metropolitan area.
b. Type of property: a house, or an apartment, with air-conditioning, garage or covered parking area, security, low density of street noise, privacy from neighbors and passers-by; ideally, the property should also include: one large area for events; one dining room; one large living room; one office, one master bedroom (with bathroom and closet), two other bedrooms (at least one of which with bathroom), toilet area for guests, laundry area with toilets for employees, a large kitchen and food pantry.
c. Security: a building that offers general reception and security services, a recording camera circuit, and space for the installation of independent security and identification equipment. The property must have restricted and controlled access, including a missile shelter (MAAMAD).
d. Property conditions: The property must be offered for rent by an individual owner or a residential real estate company, in a residential property of a high standard level, with recognized quality of cleaning, caretaking, maintenance, and security services.
e. External characteristics: The property must present representative characteristics, with aesthetic standards and an excellent state of conservation.
f. Square meters: from 300 to 400 square meters.
g. Lease period: 1 year.
3. Before the contract is signed, the property must undergo an inspection to be carried out by a certified professional. He/she must prepare a report on the property's characteristics, facilities, maintenance conditions and state of conservation, as well as prove that it meets the legal and physical requirements as per the national Israeli legislation.
4. The contract shall be signed between the owner of the property and the Brazilian Government, represented by the Ambassador of Brazil in Israel or his representative. In addition to the usual provisions, the contract must include the following clauses:
a. diplomatic clause, which allows the contract to be terminated by the lessee at any time, without the payment of any fees, only in the event of suspension or termination of diplomatic relations between Brazil and Israel;
b. provision for the immediate termination of the contract, at no cost to the lessee, in the event of any failures or damages occurring in the rented property, preventing or impairing its occupation by the lessee;
c. the full reimbursement of the security deposit — or its use to pay off unexpired rental periods — at the end of the occupation, upon either the termination of the contract or any of the three hypotheses mentioned above, if there is no damage to the property or its furniture other than those caused by natural wear and tear.
5. Property owners, or representatives chosen by them, who wish to present properties under the conditions stipulated in paragraph 2 above and who agree to include in the lease contract the clauses mentioned in paragraph 4 above must submit proposals to the electronic address administ.telaviv@itamaraty.gov.br until March 18th, 2024. At its own discretion, the Embassy may choose to accept late proposals received after such date, but this tender process may also be terminated on said date in case an ideal property has been submitted by then.
