VITEM XIII - MERCOSUL and CPLP Agreements

For nationals of countries which joined the "Residency Agreement for Nationals of Mercosur Member-States, Bolivia and Chile" or the "Agreement on Mobility Between the Member States of the Community of Portuguese Language Countries (CPLP)".

Eligibility

Foreign citizens from Argentina, Bolivia, Chile, Colombia, Ecuador, Paraguay, Peru and Uruguay that wish to establish temporary residency in Brazil;
Foreign citizens from Angola, Cape Verde, Equatorial Guinea, Guinea-Bissau, Mozambique, Portugal, São Tomé and Príncipe, and Timor-Leste that wish to establish temporary residency in Brazil and fall into the following categories:

teachers from higher education establishments, researchers at recognized specialty centers, and highly qualified technicians;
teachers from non-higher education establishments;
businessperson;
artists, athletes, representatives of media bodies, writers, musicians, promoters and organizers of cultural and sporting events;
exchange students.

Eligible dependents of a VITEM XIII visa holder or applicant may apply for a Temporary Visa XI - Family Reunion.

Terms and Conditions

Based on Decree 6.975/2009 and Interministerial Ordnance 40/2023;
Temporary Visas are issued for up to 1 year and the residency period is valid for up to 2 years, with future extensions allowed at the discretion of Brazilian Federal Police;
- After the expiration of the visa, the foreigner may continue to enter Brazil throughout their temporary residency period with a valid passport and a Brazilian National Migratory Registry Card - CRNM (previously, National Registry of Foreigners - RNE).
Temporary Visas under the CPLP Mobility Agreement are issued only by the Embassies of Brazil in Luanda, Praia, Bissau, Malabo, Maputo, São Tomé and Díli and the Consulates-General of Brazil in Portugal (Faro, Lisbon and Porto);
Holders of any Temporary Visa must register with the Federal Police in Brazil within 90 days from first arrival in the country. Applicants will receive a Visa Application Form from the Embassy upon the issuance of the visa, which must be presented for such registration;
Eligible foreign citizens as defined above may also enter Brazil under a Visit Visa waive and register themselves at the Brazilian Federal Police for the residence permit, without the need of a Temporary Visa.

Required Documents (for visas under the MERCOSUL Agreement)

Document	Remarks
Application form	Fill-out the Online Visa Application Form; Click "SEND" to receive your processing number and receipt; Print the receipt; Attach one PASSPORT SIZE color photograph over white background. Snapshots and computer pictures are not accepted; SIGN the receipt and deliver it to the Consular Section together with all other required documents (walk-in basis, no appointment needed).
Passport	Valid for no less than 6 months (damaged or defaced passports will not be accepted); With at least 2 blank visa pages remaining (exluding those marked for amendments and observations).
Proof of immigration status	For non-Singaporeans/PR, original or front and back copy of the applicable pass (EP, S Pass, DP, LTVP, Student Pass, etc.); For permanent residents, original or front and back copy of the NRIC ("blue IC").
Criminal background check	Issued within the past 90 days by the Singapore Police Force (Certificate of Clearance - COC) and for every country the applicant has lived in for the past 12 months; Documents not issued in Singapore must be apostilled by the issuing country's competent authority or certified by the Brazilian Embassy or Consulate in the country of origin.
Birth certificate	Original or copy, stating parents' full names, unless the applicant's passport already contains such information.
Air ticket	Valid ticket (one-way ticket accepted), showing the airline's booking code (travel agent's or any other third party's code will not be accepted); Applications with only a flight pre-booking or intend itinerary will not be entertained.
CPF (Brazilian Individual Taxpayer Registry)	If you already have, please provide it along with the other documents; If not, please click here and follow the instructions to apply for it.

Visa Fee and Processing Time

VITEM XIII fee is S$ 150.00.
Payment must be made through one of the following options:

PayNow transfer to PayNow ID (UEN) S68DP0048C or by scanning the QR code below:
FAST transfer or cash deposit at United Overseas Bank (UOB), account number: 339332338-6 - Embassy of Brazil;
Please input applicant's name or application number in the "reference" or "comment" field when using PayNow or FAST transfers;
In case of multiple applications, a single payment can be made for the total ammount.

Visas are processed in 24 hours, with collection on the next working day.

Please note that processing time may be extended in times of heavy workload or due to unforeseen circumstances.

Remarks

Please note that issuing or denying a visa is a sovereign act of Governments. It is a prerogative applied by every country and strengthened by international practice.
The requirements are not all-inclusive. When processing a visa submission, the Embassy may request additional information/documentation. All required supporting documentation must be issued in Singapore or be easily verifiable by the Consular Section.
The Embassy accepts visa submissions by the applicant in person or by a third party, acting on his/her behalf, or a travel/visa agency in Singapore. The Embassy cannot and will not recommend any such firm.
A visa shall be denied to any foreign citizen who, when submitting his/her application, behaves in an aggressive, insulting or disrespectful way.
