Birth Registration
General Info
Under the terms of the Federal Constitution of 1988, as amended by Constitutional Amendment nº 54, children of Brazilians born abroad will officially be granted Brazilian nationality upon consular birth registration, being considered Brazilian by birth.
The birth cannot be registered if it has been previously registered at any Brazilian Embassy or Consulate abroad, or at a registry office in Brazil. Re-registration and/or knowingly providing false information upon birth registration imply crime of fraudulent misrepresentation (Brazilian Criminal Code, article 299).
If the parents got married overseas and have not yet registered it at the closest Brazilian Embassy or Consulate from where the marriage took place, then the marriage must be registered at this Embassy first, and subsequently proceed with the child's consular birth registration, especially if there have been name alterations after marriage.
By legal determination, the registration in the Brazilian Individual Taxpayer Registry (CPF) is automatically conducted during birth registration, resulting in a unique identification number that remains consistent throughout an individual's entire civil life.
In adition to the birth registration, if for immigration purposes a Brazilian nationality will be used, the minor's passport must be requested, as it is a mandatory document for recording the immigration status in Singapore.
Documents and Procedures
The declarant, which must be the Brazilian in the case of parents of different nationalities, (the presence of the other parent is optional, except if the application for the minor's first passport will be made together) must, in person, present at the Consular Section with the following original documents:

CAUTION: To have legal validity in Brazil, the consular birth record must undergo transcription. Transcription refers to the process of registering a foreign certificate (birth, marriage and death) at the 1st Civil Registry Office in Brazil, provided it was previously registered abroad by a Brazilian Embassy or Consulate. The appropriate 1st Civil Registry Office for transcription is either the one located in the individual's domicile or, in its absence, the 1st Civil Registry Office of the Federal District. The transcription allows the individual to obtain a definitive registration, necessary for the issue of Brazilian documents and other aspects of civilian life in Brazil. From the moment it is transcribed, the consular document must no longer be presented in any situation, being automatically replaced by the document issued in Brazil. Fee and Processing Time
- The Birth Registration is free of charge.
- Second issue of the certificate: S$7.50 (seven Singapore dollars and fifty cents). Please note that if the secon issue certificate can only be done if the original has not yet been transcript in Brazil and the applicant must sign a statement attesting to this fact, under penalty of law.
- Payment must be made through one of the following options:
- PayNow transfer to PayNow ID (UEN) S68DP0048C or by scanning the QR code below:
- FAST transfer or cash deposit at United Overseas Bank (UOB), account number: 339332338-6 - Embassy of Brazil;
- Please input applicant's name or application number in the "reference" or "comment" field when using PayNow or FAST transfers;
- In case of multiple applications, a single payment can be made for the total ammount.
- The processing period is 1 (one) business day, from the date of receipt of the complete documentation.
Remarks
- According to the legislation in force, the birth registration of Brazilian minors is mandatory and must be done as soon as possible.
- If the parents are married, it is mandatory to present the Brazilian marriage certificate.
- The birth registration process will only be concluded after the interested party has read the document and signed the term at the Embassy.
- Granting a passport to a minor is subject to prior birth registration.
- In the absence of a place of birth registration (only for children under 12 years old), the following must be presented:
- birth registration application form, completed and signed by the declarant and by two witnesses, of any nationality, duly documented;
- document from the hospital/doctor/others that proves the birth of the child;
- marriage certificate, if any, or public deed (or private writing), with notarized signature, acknowledging paternity;
- documents proving the identity and nationality of the Brazilian parent;
- documents proving the identity/nationality of the foreign parent;
- document proving the name change of the parents, if any.
- The Embassy does not offers the service of requesting certificates issued in Brazil and does not communicate with Brazilian notaries. The 2nd issue of the Brazilian registrations can be requested here.
