"NOVO PAC" is to invest BRL 1.7 trillion across all Brazilian states
The Brazilian government launched on August 11 the country’s New Growth Acceleration Program (Novo Programa de Aceleração do Crescimento/PAC), which foresees investment of BRL 1.7 trillion (US$ 350.8 billion) across all Brazilian states over the four-year period of President Lula's administration, with funds from both the government and public-private partnerships.
Brazil’s President Luiz Inácio Lula da Silva launched the program at at a very special venue: Rio de Janeiro’s historic Municipal Theater. Funds will stem from Brazil’s General Budget (BRL 371 billion), from state-owned companies (BRL 343 billion), from public and private financing (BRL 362 billion), and from the private sector (BRL 612 billion).
The iniciative results from a strong partnership between the Federal Government and the private sector, as well as governments of states, municipalities and social movements. Its purpose is, along with generating jobs and income, to reduce social and regional inequality and promote environmental transition to a more sustainable economy, neo-industrialization, economic growth, and social inclusion.
The program shall have as priority projects in the following areas:
- Cities: urbanization of favelas (slums), water supply, sewage, solid waste, urban mobility and prevention of natural disasters;
- Health: Basic Public Health Centers, polyclinics and maternity hospitals;
- Education: kindergartens, schools and school buses;
- Culture: Unified Arts and Sports Centers and historical heritage projects;
- Sports: community sports venues.
The New PAC also includes lines of action such as Digital Inclusion and Connectivity, which aims at bringing high-speed internet to all public schools and health centers, as well as expanding 5G and offering 4G network connectivity to highways and remote regions.
All projects are open to private Brazilian and foreign investors.
