The Consular Section cannot draw up public powers-of-attorney for non-Brazilians who do not have a valid RNE card.
In this case, in order to be valid in Brazil, powers-of-attorney granted outside Brazil by non-Brazilians must follow the successive steps below (NOTARY + APOSTILLE):
1) they must be drawn up according to the law of the place where they were prepared;
2) the grantor's signature on the instrument must be authenticated by a NOTARY PUBLIC;
