Appointed Ambassador of Brazil to India and Bhutan
Born in 1961 in Rio de Janeiro, Ambassador Kenneth Felix Haczynski da Nóbrega earned a degree in Economics from the Pontifícia Universidade Católica do Rio de Janeiro in 1984, and was an undergraduate student of music at Fryderyk Chopin Academy of Music in Warsaw, between 1987 and 1990. In 1993, he concluded the Preparatory Course at Rio Branco Institute (Brazilian Diplomatic Academy). In 2013, presented his thesis “Negotiations on Limitations and Exceptions to Copyright at the World Intellectual Property Organization - Diplomatic Action and Access to Knowledge", with honours at the 58th Advanced Studies Course of Rio Branco Institute.
Throughout his diplomatic career, Ambassador Haczynski da Nóbrega has held several positions at the Ministry of Foreign Affairs, including: Secretary for Europe, Middle East and Africa 2019-03/2023); Director of Interregional Mechanisms (2016-2018), BRICS and IBSA sous-sherpa; Trade Policy Advisor to the foreign minister’s office (2013-2015); Head of the Intellectual Property Division (2008-2013); Assistant, Deputy Head and Head of the Trade Defense and Safeguards Division (2002-2006); Assistant at the Sea, Antarctica and Space Division (1994-1995) and Assistant at the Organization of American States Division (1994). His diplomatic assignments abroad have been to the Embassy of Brazil in Washington (2015-2016) as Minister Counselor; the Embassy of Brazil in Berlin (2006-2008) as Head of the Economic Section; the Permanent Delegation to the WTO and Economic Organizations in Geneva (1998-1999) as Brazilian delegate for services negotiations, and the Embassy of Brazil in Lima (1995-1998) as Head of the Consular Section. He has also taken part in several inter-agency groups, including the Inter-ministerial Group of Intellectual Property at the Chamber of Foreign Trade, as Deputy Representative (2008-2011) and Permanent Representative (2011-2013), and the Counter-Piracy National Council, as Deputy Representative (2008-2013).
Taught International Negotiation Techniques at the Rio Branco Institute (Brazilian Diplomatic Academy)-2017-2022.

Married to Ana Lúcia Mikosz da Nóbrega.
