Selection Process for Technical Assistant to the Science, Technology and Innovation Sector

The Selection Committee appointed by the Ambassador of Brazil in Jakarta, by the powers vested in it, hereby informs that the Embassy will conduct a recruitment process to hire 1 (one) Technical Assistant and create a pool of potential recruits, pursuant to Brazilian Decree No. 1570, of 21 July 1995, to the Ordinance of the Brazilian Ministry of Foreign Affairs dated of 12 September 1995, and to the Ordinance of the Brazilian Ministry of Foreign Affairs No. 402, of 22 July 2022, and in accordance with the following terms and conditions:
1. Job Description
1.1 The Technical Assistant is the professional hired to advise the Science, Technology and Innovation Sector (SECTEC) of the Embassy of Brazil in Jakarta in the matters related to this area, in addition to activities of administrative nature.
1.2. The activities inherent to the position are those of technical nature pertaining to the SECTEC, including, in a non-exhaustive way, the performance of tasks such as:
1.2.1. write answers to messages received in the SECTEC e-mail inbox;
1.2.2. help create agendas for Brazilian researchers and entrepreneurs of the area of technology with investors, potential clients, distributors and partners;
1.2.3. identify local service suppliers for Brazilian researchers and entrepreneurs of the area of technology;
1.2.4. select, translate and publish news extracted from the News Bulletin of the Science, Technology and Innovation Division, as well as other information regarding the Brazilian innovation ecosystems, in the Embassy’s electronic media and other local media;
1.2.5. support the organization of bilateral meetings in Science, Technology and Innovation with governmental entities and the private sector;
1.2.6. write statistical reports, researches and other activities of technological/commercial intelligence, which includes updating the mapping of innovation promoting environments in Indonesia;
1.2.7. writing reports of the Science, Technology and Innovation Sector;
1.2.8. making contact with local interlocutors;
1.2.9. support in providing subsidies requested by the Secretariat of State of Foreign Affairs in Brasília;
1.2.10. help plan and create activities proposals for the Embassy’s annual (Innovation Diplomacy Program (PDI);
1.2.11. update the databank of contacts of the SECTEC (government institutions connected to technology, academia, importers in the technology sector, private sector entities and of the local innovation ecosystems, list of Brazilian emigrants and academics from Brazilian institutions);
1.2.12. support in commercial/customs claims from Brazilian researchers/entrepreneurs in the technology area;
1.2.13. update the Embassy’s electronic page, social media and other platforms;
1.2.14. contact with the Science, Technology and Innovation specialized media.
2. Salary and Benefits
2.1 The gross monthly salary will be IDR 21,171,844.92 (twenty-one million one hundred seventy-one thousand eight hundred forty-four Indonesian Rupiah and ninety-two cents), subject to mandatory deductions under Indonesian law.
2.2 The employee will be entitled to paid annual leave and holidays according to Indonesian law.
3. Contract Regime
3.1 This recruitment process is not a public service examination, and the employment of a Technical Assistant at the Embassy of Brazil in Jakarta does not characterize a public office or public function.
3.2 Labor relations shall be governed by the labor laws in force in the Republic of Indonesia.
3.3 The selected candidate shall be hired for a trial period of three months, at the end of which, if the trial is satisfactory, an indefinite term contract shall be in effect.
3.4 The hired Technical Assistant shall perform one’s duties in person on a full-time basis. The employee must work 40 hours per week, from 8:00 to 17:00, with one hour for lunch, from Monday to Friday. Exceptionally, one may be required to work at different hours.
4. Conditions for Participation in the Recruitment Process
4.1 Candidates who meet the following requirements may apply for the recruitment process, and shall be able to present the corresponding supporting documentation:
a) be an Indonesian citizen or a permanent resident authorized to work in the Republic of Indonesia;
b) minimum age of 18 years;
c) University degree or or similar according to the Indonesian Education system;
d) submit a Curriculum Vitae or resume and one or more letters of reference or recommendation;
e) submit an up-to-date criminal record;
f) have experience with word processors, spreadsheet editors, sending/receiving e-mails, and internet tools;
g) Brazilian citizens must also meet the following requirements:
- be a permanent resident and authorization to work in the Republic of Indonesia;
- have fulfilled their military obligations;
- have fulfilled their electoral obligations;
- be fluent in Bahasa Indonesia; and
- submit a statement that the applicant does not hold a public position, public job, or public function in Brazil.
5. Application
5.1 The applicant must deliver, no later than 11 November 2024 (Monday), at 12:00 (noon) — by email (secom.jacarta@itamaraty.gov.br) or in person at the Embassy’s reception area (office hours - Monday to Friday, from 9:00-14:00) - the original application form (available below), duly completed and signed, together with copies of documents described under item 4.1, letters “a” to “d” (in case of Brazilian candidates, also “g”) to the following address:

5.2 All correspondence related to this selection process must clearly contain the sender's name, address, telephone number and e-mail address.
5.3 Only applications accompanied by all the documentation requested in item 5.1 and sent within the period thereby established will be accepted.
5.4 The Embassy of Brazil in Jakarta will not sponsor visas related to this position; therefore, applicants who are not citizens of Indonesia or permanent residents must have regular residence status and legal permission for full-time employment in the country.

6. Assessment
6.1 The recruitment process will consist of the following phases:
6.1.1. 1st phase: profile selection, in which the Selection Committee will review the qualifications, profiles, and experiences of the applicants based on the documents submitted;
6.1.2. 2nd phase: written test, including i) a multiple-choice test, about general knowledge, language skills, and current affairs, especially in the Science, Technology and Innovation area, and ii) an essay examination, composed of written answers on general knowledge, and current affairs, especially in the Science, Technology and Innovation area.
6.1.3. 3rd phase: individual interviews, during which capacity of expression, logical development, concatenation of ideas, coherence, demonstration of professional experience compatible with the function, and oral fluency in English will be evaluated; fluency in Portuguese, although not mandatory, will be considered an additional advantage.
6.2. The first phase will take place on 11 and 12 November 2024 at the end of which the Selection Committee will choose up to 37 (thirty seven) candidates that, at its discretion, are considered the best options for the available position.
6.2.1 Preference will be given to candidates with masters or doctorate degree in the Science, Technology and Innovation area, or who have at least one-year work experience in the Science, Technology and Innovation area.
6.2.2 The selected candidates in this stage will receive an electronic message transmitted to the personal address provided at the time of registration. The names of the selected candidates will also be posted on the Embassy website on 12 November 2024.
6.3 The second phase (written test) will be conducted on 16 November 2024 (Saturday), at the Embassy of Brazil in Jakarta, from 9:00 to 13:00, and are open to all candidates whose applications are accepted.
6.3.1 The test will run for four hours. Applicants must answer the questions with a black or blue ballpoint pen, and the candidate's name or any other identifying sign of the authorship of the test may not appear on the answer sheets. The test that shows any sign that allows its identification will be disqualified.
6.3.2 During the test, no consultation or communication between the candidates is allowed, nor will any kind of equipment (hand phone included) be allowed.
6.3.3 There will be no second opportunity to take the tests, and applicants who fail to show will be automatically eliminated from the selection process.
6.3.4 The final result of the second phase of selection process will be announced, likely on 22 November 2024, and posted on the Embassy’s website (https://www.gov.br/mre/pt-br/embaixada-jacarta). Applicants approved will also be informed by email.
6.4 Candidates considered approved in the written test will be called for an oral test, through an interview with an examining board established for this purpose.
6.4.1 The interview will be conducted by the Selection Committee, in which their English and Bahasa Indonesia proficiency and general knowledge, especially in the Science, Technology and Innovation area, will be assessed.
6.4.2 The third phase will take place between 28 and 29 November 2024 (Saturday), at the Embassy of Brazil in Jakarta, from 9:00 to 14:00. Applicants will be informed of their interview times in due course.
6.5 The final classification in the recruitment process will be will be announced on 6 December 2024, and posted on the Embassy’s website (https://www.gov.br/mre/pt-br/embaixada-jacarta).
7. Medical Examination
In order to be hired, the selected candidate must present a certificate of physical and mental fitness, issued by a qualified professional in Indonesia. The costs arising from this requirement are the sole responsibility of the candidate.
8. Period of validity of the selection process results
The results of the selection process will be valid for twelve (12) months after the results are announced. During this time, other candidates deemed qualified may be offered employment, if and when a vacancy occurs in the employment category for which they applied.
