The entry of animals and plants into Brazil is a matter of exclusive competence of the Ministry of Agriculture - MAPA, in Brazil.

Note that the entire procedure is carried out with the competent authorities in Finland (Finnish Food Authority - Ruokavirasto), with no steps of any nature done at the Embassy.
