Passport - Under 18 Years Old
General information
Always keep in mind that your Brazilian passport is a valuable document. With it, Brazilian nationals can travel to all countries in the world - in many cases, without a visa.

With their passport, Brazilians will also be able to request, whenever necessary, consular assistance from the network of Embassies and Consulates of Brazil in other countries.
For these reasons, nationals should pay close attention to their Brazilian travel document, and request its renewal before the expiration date. The contact information on the last page of your passport must always be filled in to allow the document to be retrieved in the event of loss or misplacement.
The validity of a Brazilian passport for minors under 18 years of age varies according to the age of the minor, according to information below:
Passport validity
0 to 1 year old incomplete - 1 year
1 year complete to 2 incomplete - 2 years
2 years complete to 3 incomplete - 3 years
3 years complete to 4 incomplete - 4 years
4 years complete to 18 incomplete - 5 years
In case of lost, damaged or stolen passport, the validity will be reduced.
Where to apply for a passport
a) Application for a passport in Brazil
In Brazil, the issuance of common passports, in all states of the Federation and in the Federal District, is the responsibility of the Federal Police.
The necessary instructions and documents must be checked directly with the Federal Police.
Attention:
In order to issue a passport at the Federal Police, it is necessary that the parents authorize the issue of the document.
The authorization for issuing a passport by the Federal Police, in Brazil, to the parent residing in Finland must be done through notarization of the signature in the Federal Police's form.
This notarization is carried out at the Embassy only for Brazilian citizens and for foreign citizens with a valid RNE.
Foreigners who do not have an RNE must have their signature notarized at a foreign notary (Maistraatti) and must request the Hague Apostille on the document (Apostille).
Foreigners without a valid RNE cannot apply, at Embassies, for authorization to issue a passport for use by the Federal Police in Brazil.

IMPORTANT:
In cases of proven urgency, the police authorities in Brazil can issue the travel document more quickly.
In such cases, it is customary to issue the "Emergency Passport".
However, the emergency passport is not accepted by European authorities for transit, tourism, work and residence in the European Union.
Citizens of third countries visiting a European Union country need a common passport valid for at least 3 months after the expected date of departure from Europe.
Emergency passports are not valid for visa-exempt travel.
For the European authorities, emergency passports are accepted for a single trip back to the country of origin, not for tourism or other purposes, i.e. it is only possible to transit directly from a Schengen area country with an emergency passport as a way of of allowing foreigners to return home.

b) Application for a passport abroad
While abroad, the Itamaraty's consular offices (Embassy or Consulate of Brazil) in the country where the minor resides are responsible for issuing passports.
The application for a common passport for Brazilians abroad must be made by filling out the electronic application form and following the instructions of each Consular Office.
The consular fees related to the making of a passport must be borne entirely by the applicant.

Instructions and mandatory documents
Gather all the original documents necessary to apply for the passport, which must be presented to the Consular Section (by appointment) or sent by mail (Posti).
Attention:
For in-person assistance (by appointment), it is mandatory for minors aged 12 and over to come in person, accompanied by their parents/legal guardians.
The attendance of children under 12 is not mandatory.
Attention: The Embassy will only accept original documents.
Exceptionally, authenticated copies (notarized by a Notary's Office, in Brazil, or by another Brazilian Consular Office) may be accepted.
MANDATORY DOCUMENTS FOR THE BRAZILIAN PASSPORT |

1. Online passport form |
Completely fill-out the online form at https://formulario-mre.serpro.gov.br/ (ignore the message about website security and click continue on this site) Important: Include as much information as you can. Do not forget to correctly fill in your address, telephone number and e-mail for our contact. When you finish filling out the form, print the protocol (receipt). Stick a photo on the indicated space (check step 2). Attention: For children under 12: Both parents must sign the protocol at the indicated location with ink pen (inside the rectangle, without exceeding the edges). For those over 12 years: The minor him/herself must sign the protocol at the indicated location with ink pen (inside the rectangle, without exceeding the edges). At the bottom of the protocol, do not forget to inform your contact phone number. Observation: If it is the minor's first passport and the service is requested together with the consular birth registration, the following options must be chosen, in the respective questions: - In "Birth registered at the Brazilian Consular Office?", select "YES" - In "Do you have Brazilian nationality?", select "YES" - In "CPF", select the option "First passport - birth registration will be done jointly" If you have difficulty filling out the electronic form, watch our video tutorial, step by step, here. |
2. One (1) recent 36mm x 47mm color photo (less than 6 months) |
The photo dimensions for the Brazilian passport are the same as the standard size for the Finnish passport. Photo with a neutral face, facing the camera and with a white background, no shadows, according to ICAO standards. ( See instructions and photo examples here ) Important: The photo must be of the "developed" type and in high quality. Home-made photos, photos with low quality or digital only versions are not accepted. Note: To avoid your photo being rejected, we strongly recommend to use a professional photographer's service. Due to its public nature, the Embassy cannot recommend specific photographers or studios. Unlike the Finnish police, the Embassy does not accept digital photos sent directly by a photographer or studio. |
3. Previous, valid or expired Brazilian passport

The following documents are accepted: - Brazilian Identity Card (Carteira de Identidade - RG); or - Brazilian birth certificate; or - Brazilian certificate of naturalization. |
5. Minor's Brazilian Tax Payer Number (CPF) card (or identity document with the CPF number) |
If the child's birth has already been registered at the Embassy or at a Brazilian notary (cartório) (i.e. there is a Brazilian Birth Certificate) but the child has not yet a CPF, the parents should request their child's CPF before applying for a passport. Click here for instructions on how to request your CPF. Observation: If it is the minor's first passport and the service is requested together with the consular birth registration, the CPF will be generated by the Consular Section during the birth registration. |
6. Parents' identification documents

- Brazilian parent: a) valid Brazilian passport or Brazilian identity card and b) Brazilian Tax Payer Number (CPF) card or identity document with the CPF number If the interested party has not yet requested their CPF, they should do so before applying for the passport. Click here for instructions on how to request your CPF. - Foreign parent: a) valid foreign passport. * For requests by mail, a copy of the parents' passports is accepted. b) CPF card (if the foreigner has CPF); If the foreigner has a CPF, they must present the document. Note: Foreigners are not required to have a CPF. However, they can also have a CPF (recommended). |
7. Passport authorization |
Click here to download the file in PDF format Please note: Under no circumstances does the Embassy issue a passport for a minor under the age of 18 without this authorization. For in-person requests, the parents must sign the authorization in the Consular Section, before the consular authority. Both parents should bring their valid passports, with photo and signature. If a parent is in Finland but unable to attend the Consular Section (or, if the service has been requested entirely by mail) the signatures of the parents in the Passport Authorization must be recognized by Notary Public (Maistraatti) (Notarization and recognition of own hand signature / Allekirjoituksen oikeaksi todistaminen) (check here the example). Note: If one of the parents does not reside in Finland, the following procedures must be followed, according to each situation: I. The parent, either foreign or Brazilian, is in Brazil: 1) Complete the Helsinki Embassy form (PDF format). 2) Recognize the signature in person (reconhecimento de firma por autenticidade) in the Brazilian notary (cartório), in Brazil. 3) Send the original document by mail to the parent residing in Finland. Attention: The Embassy does not accept this document sent by e-mail or copies, not even if sent directly by the Brazilian notary (cartório). Only the original document with own hand in-person signature (reconhecimento de firma por autenticidade) is accepted. As it is not yet regulated by the Ministry of Foreign affairs, digital signature recognition (e-notary and digital certificates) will not be accepted. |
II. The parent is in another country (except Brazil): II.1. Parent is a foreign citizen 1) Complete the Helsinki Embassy form (PDF format). 2) Recognize the signature (own hand in-person signature) in the local notary (equivalent to the Maistraatti) in the country in which he/she resides. 3) If the country in which he/she resides is party of the Hague Apostille Convention, request an apostille in the country in which he/she resides. If the country in which he/she resides is not part of the Hague Apostille Convention, legalize the document at the Embassy / Consulate of Brazil in the country in which he/she resides. Attention: For legalization, check the instructions on the website of the Embassy / Consulate of Brazil in the country where he/she resides. 4) Send the original document by mail to the parent residing in Finland. Attention: The Embassy does not accept this document sent by e-mail or copies, not even if sent directly by the Embassy / Consulate of Brazil in another country. As it is not yet regulated by the Ministry of Foreign affairs, digital signature recognition (e-notary and digital certificates) will not be accepted. II.2. Parent is a Brazilian citizen Two alternartives: Alternative A: Local notary at the place of residence 1) Complete the Helsinki Embassy form (PDF format). 2) Recognize the signature (own hand in-person signature) in the local notary (equivalent to the Maistraatti) in the country in which he/she resides. 3) If the country in which he/she resides is party of the Hague Apostille Convention, request an apostille in the country in which he/she resides. If the country in which he/she resides is not part of the Hague Apostille Convention, legalize the document at the Embassy / Consulate of Brazil in the country in which he/she resides. Attention: For legalization, check the instructions on the website of the Embassy / Consulate of Brazil in the country where he/she resides. 4) Send the original document by mail to the parent residing in Finland. Attention: The Embassy does not accept this document sent by e-mail or copies, not even if sent directly by the Embassy / Consulate of Brazil in another country. As it is not yet regulated by the Ministry of Foreign affairs, digital signature recognition (e-notary and digital certificates) will not be accepted. Alternative B: Embassy or Consulate of Brazil at the place of residence 1) Complete the Helsinki Embassy form (PDF format). 2) Recognize the signature at the Brazilian Embassy or Consulate in the country in which he/she resides. 3) Send the original document by mail to the parent residing in Finland. Attention: The Embassy does not accept this document sent by e-mail or copies, not even if sent directly by the Embassy / Consulate of Brazil in another country. 8. Optional (RECOMMENDED) - Travel Authorization for Minors |
By legal requirement, Brazilian minors traveling unaccompanied, in the company of third parties or in the company of only one parent, need a Authorization to Travel within Brazil and to leave the country. Though optional, it is strongly recommended to include this travel authorization in the minor's passport (only when the minor's passport is issued). To add the travel authorization, complete the second part of the passport authorization form (in the same document). 9. Minors whose custody is only one parent - judicial sentence of custody
|
Original judicial sentence of custody from Brazilian Children and Adolescent's Court (Vara da Infância e Juventude do Brasil) or from a Finnish Court of Justice in which it is EXPRESSLY STATED that the parent can apply for a Brazilian passport and travel with the minor abroad without the need for agreement of the other parent. For Finnish judicial decisions, also present a sworn translation into Portuguese (official registered translation). IMPORTANT: Brazilian passport legislation determines that the court decision granting custody of the minor(s) to one of the parents, even if definitively, DOES NOT WAIVE THE EXPRESS AUTHORIZATION OF BOTH PARENTS to issue a passport. An exception is the court decision in which the text expressly states that the parent holding custody is authorized to apply for a passport before the consular office, as well as to decide on the minor's travel abroad. Thus, by Brazilian law, the custody, in itself, does not imply that the other parent has lost parental power over the minor and, therefore, he/she must also authorize the passport. Only the judicial custody (judgment or term of judicial commitment) in which the judicial authority has expressly authorized the guardian to apply for a passport in favor of the minor and travel abroad without the need for agreement of the parent(s) will be accepted. If it's a Finnish judicial sentence of custody and it does not contain express mention about the Brazilian passport and about travelling abroad, the parent may: Option A) request to the Finnish Justice an amendment to the original judicial sentence that expressly states that the parent may request alone the Brazilian passport and travel abroad without the need for authorization of the other parent. This should be done with assistance of a Finnish private or public lawyer; OR Option B) Contact the Brazilian Children and Adolescents Justice Court (Juizado ou Vara da Infância e da Juventude), in the state of residence or origin in Brazil, to request a specific sentence that expressly states that the parent may request alone the passport and travel abroad without the need for authorization of the other parent. This can be done by the parent him/herself or with assistance of a Brazilian private or public lawyer. Attention: Under no circumstances may the Embassy appoint private lawyers, either in Brazil or Finland. |
10. Minors under guardianship - document of guardianship or court decision |
- Original of the Brazilian guardianship sentence; or - Original of the Finnish guardianship sentence, with a sworn translation (official registered translation) into Portuguese. - For Finnish sentences, also present the original of the document proving that the guardian is authorized to act on behalf of the minor, with a sworn translation into Portuguese (official registered translation). |
11. If the parent is deceased |
- Original Brazilian Death Certificate (Certidão de Óbito); or - Original child's extract from population from DVV showing that the parent is deceased. |
12. In case of a lost, stolen or damaged passport |
In addition to all the above documentation (items 1 to 11): 1. Valid Brazilian identity card (RG) or other valid Brazilian document with photo (or the minor's birth certificate); 2. Loss, Theft or Destruction of Travel Document Form (PDF format) Attention: the document must be signed at the Embassy, before the Consular Authority;and 3. original police report issued by the Finnish Police, detailing the loss, theft or loss of the previous Brazilian passport, containing the detailed situation report, full name of the person and the passport number. To file a police report, go to the nearest police station in person. Other information
a) Important: Brazilians with dual nationality
The recommendation for international travel to Brazil of Brazilians with dual citizenship is to request a Brazilian passport.
Just as when the Finnish traveler, when leaving and entering Europe, presents the European passport, when arriving and leaving Brazil, the Brazilians must use the Brazilian passport.
Furthermore, in the case of minors under 18, the travel authorization for minors will be inscribed on the Brazilian passport, which is mandatory for all Brazilian minors, even those with dual citizenship and traveling with another passport, always when traveling alone, in the company of only one from parents, or from a third party.
The Brazilian passport avoids delays and unpleasant situations at the Brazilian border, as well as perfectly avoidable setbacks, enabling a safe and peaceful journey.

Attention: The Consular Sector does not provide information on the entry procedure into Brazil without a valid Brazilian travel document (Brazilian passport) and the use of a passport of another nationality - the authority over the entry and exit of Brazilians without a Brazilian passport is exclusive to the authority Brazilian border police (Federal Police), during the analysis of documentation and travel circumstances, at the airport.

b) The Brazilian passport belongs to the Brazilian Government. The holder has the right to use it.
c) We remind that, by legal requirement, minors traveling unaccompanied, in the company of third parties or in the company of only one parent, need a Authorization to Travel within Brazil and to leave the country. Though optional, it is strongly recommended to include this travel authorization in the minor's passport (only when the minor's passport is issued).
d) The Consular Section accepts passport applications in person or by mail, except in case of lost damaged or soiled passport.
The Embassy is not responsible for lost, misplaced or delayed correspondence. Passports requested by mail are returned only by express or registered letter (kirjattu kirje), sealed and self-addressed, provided by the interested party.
When sent by mail, the new passport arrives activated at the interested party's address. Any error contained therein can only be corrected by issuing a new passport, with a new payment;
e) Only requests accompanied by complete original documentation will be processed;
f) The Brazilian Consular Authority may request additional documents, from the parents/legal guardians and the minor, according to the Brazilian Consular Regulation and brazilian legislation.
g) Note that, if the passport requested is for a minor under 12 years of age, the minor does not need to go to the Consular Section, as long as the parents come. If the minor is 12 years of age or older, he must accompany his parents to the Embassy.
h) Minors of 12 years old and older will have their fingerprints collected.
i) In cases of lost, stolen or damaged passport, the interested party must present himself personally to the Embassy (check our opening hours).
j) Passports not collected within 120 days will be cancelled.
