General information
Always keep in mind that your Brazilian passport is a valuable document. With it, Brazilian nationals can travel to all countries in the world - in many cases, without a visa.
Information about visa requirements for Brazilian citizens
With their passport, Brazilians will also be able to request, whenever necessary, consular assistance from the network of Embassies and Consulates of Brazil in other countries.
For these reasons, nationals should pay close attention to their Brazilian travel document, and request its renewal before the expiration date. The contact information on the last page of your passport must always be filled in to allow the document to be retrieved in the event of loss or misplacement.
The Brazilian passport for people over 18 years old is valid for 10 years.
In case of lost, damaged or stolen passport, the validity will be reduced.
Where to apply for a passport
a) Application for a passport in Brazil
In Brazil, the issuance of common passports, in all states of the Federation and in the Federal District, is the responsibility of the Federal Police.
IMPORTANT:
In cases of proven urgency, the police authorities in Brazil can issue the travel document more quickly.
In such cases, it is customary to issue the "Emergency Passport".
However, the emergency passport is not accepted by European authorities for transit, tourism, work and residence in the European Union.
Citizens of third countries visiting a European Union country need a common passport valid for at least 3 months after the expected date of departure from Europe.
Emergency passports are not valid for visa-free travel.
For the European authorities, emergency passports are accepted for a single trip back to the country of origin, not for tourism or other purposes, i.e. it is only possible to transit directly from a Schengen area country with an emergency passport as a way of of allowing foreigners to return home.

b) Application for a passport abroad
While abroad, the Itamaraty's consular offices (Embassy or Consulate of Brazil) are responsible for issuing passports.
The application for a common passport for Brazilians abroad must be made by filling out the electronic application form and following the instructions of each Consular Office.
The consular fees related to the making of a passport must be borne entirely by the applicant.

Instructions and mandatory documents
Gather all the original documents necessary to apply for the passport, which must be presented to the Consular Section or sent by mail (Posti).
Attention: The Embassy will only accept original documents.
Exceptionally, authenticated copies (notarized by a Notary's Office, in Brazil, or by another Brazilian Consular Office) may be accepted.

1. Online passport form
|
Completely fill-up the online form at https://formulario-mre.serpro.gov.br/ (ignore the message about website security and click continue on this site) Important: Include as much information as you can. Do not forget to correctly fill in your address, telephone number and e-mail for our contact. When you finish filling out the form, print the protocol (receipt). Attention: Sign the protocol in the indicated field with ink pen (inside the rectangle, without going beyond the borders). At the bottom of the protocol, do not forget to inform your contact phone number. Observation: If it is the first passport and the service is requested together with the consular birth registration, the following options must be chosen, in the respective questions: - In "Birth registered at the Brazilian Consular Office?", select "YES" - In "Do you have Brazilian nationality?", select "YES" - In "CPF", select the option "First passport - birth registration will be done jointly" If you have difficulty filling out the electronic form, watch our video tutorial, step by step, here. |
2. One (1) recent 36mm x 47mm color photo (less than 6 months) |
The photo dimensions for the Brazilian passport are the same as the standard size for the Finnish passport. Photo with a neutral face, facing the camera and with a white background, no shadows, according to ICAO standards. ( See instructions and photo examples here ) Important: The photo must be of the "developed" type and in high quality. Home-made photos, photos with low quality or digital only versions are not accepted. Note: To avoid your photo being rejected, we strongly recommend to use a professional photographer's service. Due to its public nature, the Embassy cannot recommend specific photographers or studios. Unlike the Finnish police, the Embassy does not accept digital photos sent directly by a photographer or studio. |
3. Previous, valid or expired Brazilian passport |

4. Brazilian document containing the current name |
The following documents are accepted: - Brazilian Identity Card (Carteira de Identidade - RG) or - Brazilian birth certificate or - Brazilian marriage Certificate or - Brazilian certificate of naturalization. |
5. Brazilian Tax Payer Number (CPF) card (or identity document with the CPF number) |
If the interested party has not yet requested their CPF, they should do so. |
6. For people who have changed their name |
a) due to marriage: present a Brazilian marriage certificate; b) due to divorce: present a Brazilian marriage certificate with divorce annotation ("averbação de divórcio"); c) due to court order: present full Brazilian birth certificate, with sentence annotation ("averbação"). The Brazilian passport is issued based on Brazilian documentation. Thus, foreign documents are not valid to obtain a Brazilian passport or to prove a change of name or surname. Under Brazilian law, changing a name or surname other than for reasons of marriage or divorce is limited to a few specific cases and requires a legal process to be valid. If you have changed your surname due to marriage, you must present the Brazilian marriage certificate or marriage registration. The change of surname due to divorce will only appear in the new passport upon presentation of the Brazilian marriage certificate with the divorce annotation. If you have changed your name or surname for any other reason, you must seek a lawyer in Brazil and file a lawsuit (name harmonization action, with the Public Registry Court). With the court decision, the 1st Civil Office will register your new name on your birth certificate ("averbação"). With the certificate with annotation registered at a notary in Brazil, the passport can be issued with the new name. Attention: The certificate annotation can only be registered at a notary's office (cartório) in Brazil. According to the Consular and Legal Service Manual, annotations on certificates are not carried out by the Consular Section, that is, consular birth registration certificates cannot receive an annotation. The annotation must be made on the certificate transcribed in a notary's office (cartório), in Brazil. Thus, if you only have the consular birth certificate (birth registration made in the Consular Section) and you have not yet done the transcription at a 1st Office (Cartório de 1o Ofício), you must first transcribe the certificate at a notary (Cartório) in Brazil. |
7. All male Brazilians between 18 and 45 years old - military document |
Presentation of the original military document is mandatory. If the applicant has not yet enlisted for military service, he may do so at the time of passport renewal provided he brings the required documentation |
8. All Brazilians (male or female) aged between 18 and 70 years old - Electoral Situation Certificate |
Presentation of the Electoral Situation Certificate (Certidão de Quitação Eleitoral) is mandatory. To obtain a passport, Brazilians over 18 and under 70 must have their electoral status in good standing. Attention: Only the citizen with a regular situation ("está quite") proved by means of the electoral situation certificate can obtain the passport. - The Electoral Situation Certificate ("Certidão de Quitação Eleitoral") for voters with regular status ("está quite") must be issued on the TSE page via the link: https://www.tse.jus.br/eleitor/certidoes/certidao-de-quitacao-eleitoral Voters whose electoral situation is irregular should request regularization directly to the Electoral Justice before they can request a passport.
Important: A Brazilian passport cannot be granted to those who do not have a regular electoral status ("está quite"). |
9. Persons under guardianship - document of guardianship or court decision |
- Original of the Brazilian guardianship sentence or; - Original of the Finnish guardianship sentence, with a sworn notarized translation (official registered translation) into Portuguese. - For Finnish judgment, also present the original of the document proving that the guardian is authorized to act on behalf of the person, with a sworn notarized translation into Portuguese (official registered translation). |
10. In case of a lost, stolen or damaged passport |
In addition to all the above documentation (items 1 to 9), the following must be presented: 1. Valid Brazilian identity card (RG) or other valid Brazilian document with photo; 2. Loss, Theft or Destruction of Travel Document Form (PDF format) Attention: the document must be signed at the Embassy, before the Consular Authority;and 3. original police report issued by the Finnish Police, detailing the loss, theft or loss of the previous Brazilian passport, containing the detailed situation report, full name of the person and the passport number. To file a police report, go to the nearest police station in person. 11. If the request is by mail (Posti) - A prepaid return postal label is mandatory |

Attention: The bank details for the transfer are informed after receipt and verification of the documentation.
Passport validity
Common passport with presentation of the previous passport: 10 years
Ordinary passport without previous passport (lost or stolen) or damaged previous passport: 4 years
Processing time
In-person service, by appointment: The document is delivered at the end of the appointment*.
By mail (Posti): Within 5 business days, from the payment of the consular fee*.
* Processing times conditioned to the correct functioning of the Brazilian Federal Police systems.
Other information
a) Important: Brazilians with dual nationality
The recommendation for international travel to Brazil of Brazilians with dual citizenship is to request a Brazilian passport.
Just as when the Finnish traveler, when leaving and entering Europe, presents the European passport, when arriving and leaving Brazil, the Brazilians must use the Brazilian passport.
Furthermore, in the case of minors under 18, the travel authorization for minors will be inscribed on the Brazilian passport, which is mandatory for all Brazilian minors, even those with dual citizenship and traveling with another passport, always when traveling alone, in the company of only one from parents, or from a third party.
The Brazilian passport avoids delays and unpleasant situations at the Brazilian border, as well as perfectly avoidable setbacks, enabling a safe and peaceful journey.

Attention: The Consular Sector does not provide information on the entry procedure into Brazil without a valid Brazilian travel document (Brazilian passport) and the use of a passport of another nationality - the authority over the entry and exit of Brazilians without a Brazilian passport is exclusive to the authority Brazilian border police (Federal Police), during the analysis of documentation and travel circumstances, at the airport.

b) The Brazilian passport belongs to the Brazilian Government. The holder has only the right to use it.
c) The Consular Section accepts passport applications in person or by mail.
The Embassy is not responsible for lost, misplaced or delayed correspondence. Passports requested by mail are returned only by express or registered letter (kirjattu kirje), sealed and self-addressed, provided by the interested party.
When sent by mail, the new passport is already activated at the address of the interested party. Any error contained therein can only be corrected by issuing a new passport, with a new payment.
d) Only requests accompanied by complete documentation will be processed.
e) The Brazilian Consular Authority may request additional documents, from the parents/legal guardians and the minor, according to the Brazilian Consular Regulation and brazilian legislation.
f) In the case of a lost, stolen or damaged passport, the interested party must apply for a passport in person to the Embassy (by appointment).
g) Passports not collected within 120 days will be cancelled.
