Nationality Certificate
General information
The Certificate of Nationality is the document that proves the Brazilian nationality (either by birth or through naturalization) of the interested party.
The document also informs when the Brazilian nationality has been granted.
The certificate is issued by the Embassy in Helsinki in English and is accepted directly by Finnish authorities and foreign diplomatic missions accredited in Finland (foreign Embassies and Consulates), without the need for additional procedures such as legalizations and apostilles.
The document is often requested by consular services in other countries to request visas or for nationality applications.
The certificate is also necessary for Finnish citizens born from a Brazilian mother or father to be able to register the Brazilian nationality as an additional nationality at the DVV-Maistraatti * (read note below).
* Attention:
According to Finnish law, those born to a Finnish father or mother must mandatorily inform Maistraatti-DVV if they have another nationality (for example, Brazilian).
It is possible to have several nationalities registered in the Finnish Population Information System - DVV. To do this, it is necessary to contact Maistraatti-DVV and present documentation proving Brazilian nationality.
For the purposes of proving original Brazilian nationality - that is, proof that one has been Brazilian since birth - the Consular Section issues the “Certificate of Nationality”. The document is created based on the information contained in the Brazilian birth certificate, is issued in English and accepted directly by the DVV, eliminating any additional procedures (such as apostille or translation).

Form of service
In person (by appointment) or by mail (posti).
Instructions and required documents
- Option A: In-person Service (by appointment only)
In order for the Embassy to issue the nationality certificate, present all the following original documents:
1) Fill in the form for the certificate of nationality (PDF format)
- Do not sign the document. The signature will be carried out in person, before the Brazilian Consular Authority.
- For children under 18, the signature will be that of the parent of Brazilian nationality.
2) Original Brazilian birth certificate.
The certificate must be original.
*Important: Copies of Brazilian certificates will not be accepted.
IMPORTANT: Documents issued by a Brazilian notary office (cartório) that do not have a notary's signature and stamp, but contain an electronic signature (digital signature) will only be accepted if it is possible to verify the data contained therein (personal data, term number, sheet and book, etc).
The responsibility for the stability of the signature conference system does not lie with the Ministry of Foreign Affairs or the Embassy. Therefore, if the code cannot be verified at the time of service – or during the prior verification – the service sought cannot be provided.
Attention: Children of a Brazilian born abroad between June 07, 1994 and September 21, 2007 (effectiveness of the Constitutional Revision Amendment No. 3/1994), whose consular birth records present, in the "observation" field, the conditions of residence in Brazil and the option of nationality for the confirmation of Brazilian nationality, shall, based on article 12 of Resolution 155/2012 of the National Council of Justice, require the withdrawal of said observation, before requesting the certificate of nationality.
If the certificate has already been transcribed in a notary's office, you must request the withdrawal of the observation directly to the notary's office.
If you have not yet carried out the transcription at a notary office, you must request the withdrawal of the observation by requesting a 2nd copy (segunda-via) of the consular certificate. More information at: Brazilian Nationality.
3) Brazilian Tax Payer Number (CPF) card or identity document with the CPF number;
If the interested party has not yet requested their CPF, they should do so.

4) Original Brazilian passport or original Brazilian identity card;
* If the interested party does not have a Brazilian passport or Brazilian identity card (RG), they must present a valid foreign passport or valid foreign identity card with photo (henkilökortti, etc.).
5) For minors under 18 years of age, documents from the parent of Brazilian nationality:
5.1. Original Brazilian passport or original Brazilian identity card (RG);
and
5.2. CPF card (or Brazilian identification document that contains the CPF number);
If the interested party does not yet have a CPF, they must provide the document.

- Option B: Service by mail (posti)
In order for the Embassy to issue a certificate of nationality, it is necessary to send all the following original documents by posti to the Embassy:
1) Fill in the form for the certificate of nationality (PDF format)
- For children under 18, the signature will be that of the parent of Brazilian nationality.
2) Original Brazilian birth certificate.
The certificate must be original.
