All Brazilians resident abroad must fulfill their electoral obligations (voter's registration and voting).
Brazilians with dual citizenship (for example Brazilian and Finnish) are still required to register as voters and to vote.

Mandatory voter's registration
The voter's registration is mandatory for those over 18 years of age.
The voter's registration is optional for those over 16 and under 18 years of age.

Mandatory vote
Voting is mandatory for all Brazilians over 18 and under 70 years of age.
Voting is optional for all Brazilians over 16 and under 18 years of age.
Voting is optional for all Brazilians over 70 years of age and for the illiterate.

Important:
If voters are away from their electoral domicile on election day or are prevented from attending the polls at their polling place, in each specific round, for any reason, they must obligatorily justify their absence to the Electoral Justice, at each electoral round.

Elections in Brazil and elections abroad
Those with electoral domicile abroad (Electoral Zone Abroad - ZZ), are required to vote only in the elections for president and vice president of the Republic (every 4 years).
Attention: The next presidential elections will occur in 2026.
Information about the 2026 presidential elections will be released on this website, in due course, as soon as they are made available by the Brazilian Electoral Justice.

For those with electoral domicile in Brazil, voting is required in all elections.
Attention: Elections in Brazil are held in even years for president, governors, deputies, senators, mayors and city councillors (2024, 2026, 2028...).

Important:
If the voter is away from their electoral domicile on election day or are prevented from attending the polls at their polling place, in each specific round, for any reason, they must obligatorily justify their absence to the Electoral Justice, at each electoral round.
Absence justification is done exclusively online, at the Electoral Justice website or through the E-título app.

Electoral domicile
Please note: The electoral domicile for those who are residing in Finland must be transferred from Brazil to Finland.
Avoid problems with your electoral situation.
If you live in Finland, enlist/transfer your voter's card to Finland.
This prevents you from forgetting to vote or justify every Brazilian municipal and state elections.

Voter registration, change of electoral domicile, data updates on the register
Note: All electoral services (voter registration, electoral regularization, change of voter domicile) are directly requested by the citizen to the Electoral Justice in Brazil, exclusively online, through the electoral self-service system (Título Net).
The Embassy does not offer the above mentioned electoral services and cannot interfere in any phase of those processes.

Election register suspension period (defeso eleitoral)
In an election year - whether for elections in Brazil or for elections abroad - the operations of voter registration, voter regularization and change of electoral domicile can only be carried out outside the electoral register suspension period ("defeso eleitoral"), when these services are suspended by the Electoral justice.

How to check your electoral situation / electoral domicile / register data
You can check the information in three ways:
- On the Electoral Justice self-service website - Título Net at https://www.tse.jus.br/servicos-eleitorais/autoatendimento-eleitoral#/
- Download the "E-Título" app (electronic voter's card app on Google Play or Apple Store).
- Request the electoral conformity certificate, either on the Supreme Electoral Court (TSE) website at https://www.tse.jus.br/servicos-eleitorais/autoatendimento-eleitoral#/ or in the "E-Título" app (Google Play or Apple Store).

Attention: Check that the data on your voter registration card is correct (including your name if you are married or divorced), that the voter registration card shows "Helsinki" as the polling place, and that the voter status is in good standing "está quite".

How to issue the electoral conformity certificate (mandatory for the Brazilian passport)
Request the electoral conformity certificate, either on the Supreme Electoral Court (TSE) website at https://www.tse.jus.br/servicos-eleitorais/autoatendimento-eleitoral#/ or in the "E-Título" app (Google Play or Apple Store).

Voter’s card – Physical document (paper card) and electronic document (E-título)
The Electoral Justice no longer provides voter’s card in paper (physical document) to Brazilians living abroad.
On the election day, it is recommended to bring your voter’s card (either the "e-título" app, on your mobile phone, or the voter’s card in paper).
Attention: Remember that it is mandatory to bring a Brazilian identification document with photo (original Brazilian passport, original Brazilian identity card - RG) to be able to vote.
Important: Foreign identification documents (Finnish passport, Finnish driver's license, Finnish identity card, Kela Card and Finnish residence permit, etc) will NOT be accepted as identification documents for the Brazilian elections. A Brazilian passport or a Brazilian ID (RG) with photo are required to verify the identity and the Brazilian nationality of the voter.

Voting in transit (voting away from your electoral domicile)
Voters registered abroad, in regular registration status, who plan to be in Brazil at the time of the first and/or second rounds of the elections may be allowed by the Electoral Justice to vote for President and Vice-President of the Republic in ballot boxes specially installed in Brazil.
Voting in transit occurs only in Brazilian territory. To vote abroad, the citizen must have a fixed residence abroad and be duly registered in the electoral domicile in the region in which he/she lives.

Absences from the polls - electoral justification
If you are out of your electoral domicile (for example, travelling outside of Finland) on the election day or are unable to attend the voting ballot, in each round, for any reason, you must justify your absence to the Electoral Court.

Justification of absence can be done in three ways:
- through the "E-Titulo" app (Google Play / Apple Store);
- through the "Sistema Justifica" (Justification System), on the internet; or
- by means of an Electoral Justification Request form (post-election), which must be filled out, signed and sent by posti directly to the Judge of the Electoral Zone Abroad (TRE-DF) at the following address:

Note: It is not necessary to come in person to the Embassy to justify your vote.
You may do it conveniently from home, by means of the e-título app or the Justification System website.
Important:
The justification for absence in each round must be made no later than 60 days after the date of the round.
Voters can justify absences from elections as often as necessary.
Remember that the vote (or the due justification of absence) must be done for each separate round.
Obs: Keep in mind that all Brazilians are still required to attend the poll in the second round, even if they could not vote on the first round.
The presence at the poll is required for each specific round.
Therefore, if the voter could not vote in the first round, he/she must still vote on the second round (and thus should only justify the absence for the first round).
Attention: The Embassies of Brazil abroad do NOT collect electoral justifications or send them by posti to the TRE-DF.

Consequences for those who do not vote or justify the absence from the polls
Until the voter regularizes their situation with the Electoral Justice, they cannot, according to § 1 of art. 7 of the Electoral Code - Law No. 4,737, of 1965:
a) Obtain a passport or identity card;
b) receive salaries, remuneration or earnings from public, municipal or para-estatal function or employment, as well as government foundations, companies, institutes and societies of any nature, maintained or subsidized by the government or exercising delegated public service, corresponding to the second month subsequent to the election;
c) participate in a public or administrative competition of the Union, states, territories, Federal District, municipalities or respective autarchies;
d) obtain loans from autarchies, mixed-capital companies, federal and state savings banks, social security institutes and funds, as well as any credit establishment maintained by the government, or whose administration it participates, and with these entities enter into contracts;
e) register in competition or test for a public position or function, and be invested or sworn in in them;
f) renew enrollment in an official or government-supervised educational establishment;
g) perform any act that requires discharge of military service or income tax;
h) obtain the voter's conformity certificate
i) obtain any document from diplomatic offices to which he is subordinated.
Attention: After being absent (or failing to present a justification for absence) for 3 election rounds, the voter's registration is cancelled. The Brazilian citizen must pay the fines established by the Electoral Justice in Brazil and register again as voter.
