1. General information
The Individual Taxpayer Registry – CPF is the registry maintained by the Federal Revenue of Brazil, where any natural person must register once, regardless of their age or nationality. Each registered person is identified in the country by a unique 11-digit number.
Law no. 14,534/23, makes the CPF the only general identification number in the country. This came into force in 2024, and everyone needs a CPF: the document has become mandatory for the provision of services, in Brazil and abroad, including requesting certificates and renewing passports.
Furthermore, if you want to take an entrance exam or public examination, open a bank account, take out loans, obtain financing, apply for a credit card, obtain a work permit, purchase or rent a property or vehicle, issue a power of attorney, receive funds, be a party to an inventory , opening or doing business of any nature in Brazil will need to have your CPF.
Registration, regularization or change of CPF services are free.
For foreign citizens, registration on the CPF is provided exclusively at the Embassy, by appointment.
The services of CPF regularization or change of CPF are done entirely by e-mail to the Federal Tax Revenue Agency (Receita Federal).
The CPF services can also be requested by Brazilian and foreign citizens directly in Brazil (in this case, instructions must be requested directly from the Federal Revenue Service). Attention: The CPF number is assigned once, with no possibility of second registration.
The CPF number will be generated at the time of registration and recorded on the receipt given to the applicant. The number must be kept in a safe place or memorized, as “CPF cards” are no longer issued.
Due to tax privacy regulations, anyone who has lost/forgotten their CPF number must recover it directly at one of the Federal Revenue (“Federal Revenue”) units in Brazil. If necessary, the request may be made by proxy from a representative of the interested party. Further clarification can be obtained by email: cpf.residente.exterior@receita.fazenda.gov.br
2. Instructions for registering with the CPF
Foreign citizens residing in Finland (without Brazilian nationality):
CPF registration for foreigners residing in Finland are provided exclusively in person, by appointment, at the Embassy.
To request registration on the CPF, the foreigner must:
1) Access the e-consular service scheduling system.
2) After accessing the e-consular, choose the "CPF Services ( only for foreign citizens resident in Finland )" service, fill out the service form and upload all the mandatory documents. Then choose the day and time for in-person service.
3) Come to the Consular Section on the scheduled day and time and present the following original documents (copies of any sort are NOT accepted):
3.1 Valid identification document proving name, date of birth and nationality (for example: valid passport, valid national identification document (henkilökortti, etc), Brazilian RNE/CRNM);
3.2. Applicant's birth certificate ("Extract from population from DVV") with parents' full names or Brazilian Marriage Certificate with parent's full names;
3.3. Proof of address (less than 3 months old);
3.4. For children under 18:
a) Valid identification document proving name, date of birth and nationality (for example: passport, national identification document, RNE/CRNM);
b) Document proving parentage (for example, foreign birth certificate of the minor);
c) Valid parental identification documents (valid passports, valid national identification documents, RNE/CRNM).
Important: For the CPF service for foreign minors under 18, the presence of the minor and both parents is mandatory.
Important: Only foreigners residing in Finland can request CPF services at the Embassy in Helsinki. Residents in other countries must seek the Brazilian Diplomatic Representation in the jurisdiction of their residence.

3. Regularizing the CPF and changing registration data
Foreign citizens residing in Finland (without Brazilian nationality):
CPF regularization and change of registration data services for Foreigners are provided exclusively via e-mail sent by the interested party directly to the Federal Revenue Service.
It is not necessary to attend the Embassy at any stage of the process.
To request CPF regularization and/or change of registration data, the interested party of Foreign nationality must:
1) Fill out the online form on the Federal Revenue website, available via the link

Note: The vote's number field is for Brazilians only, so it should be left blank
ATTENTION: The browser's pop-up blocker must be completely disabled. Otherwise, you will not be able to send the request.
2) After clicking "send", a registration form (FCPF) will be generated containing a service code.
If you can't see the registration form, disable your pop-up blocker (step 1).
3) Print and sign the registration form (FCPF).
4) Send an email to cpf.residente.exterior@rfb.gov.br, with:
- information, in the subject or body of the message, specifying the desired service ("CPF data change" or "CPF regularization"); AND
- the following documents attached to the email, in PDF or JPEG format (Receita Federal does not accept other formats or links to storage clouds):
- Individual registration form (FCPF) mentioned in item 2) above, completed and signed;
- Valid identification document proving name, date of birth and nationality (for example: valid passport, valid national identification document, RNE/CRNM);
- Applicant's birth certificate "Extracto from Population from DVV" (with parents' full names) or Brazilian Marriage Certificate (with parent's full names);
- Proof of address (less than 3 months old);
- CPF card or proof of registration with the CPF; and
- For children under 18:
a) Valid identification document proving name, date of birth and nationality (for example: passport, national identification document, RNE/CRNM);
b) Document proving parentage (for example, foreign birth certificate of the minor "DVV"s Extract from Population");
c) Valid parental identification documents (valid passports, valid national identification documents, RNE/CRNM).
4. Questions and other information
Brazilian Embassies abroad do not have a delegation from the Federal Revenue Agency (Receita Federal) to inform about CPF, income tax declaration, refunds, definitive exit, customs and foreign trade, etc. These matters are the exclusive responsibility of Receita Federal, in Brazil.
