I. General information
The Individual Taxpayer Registry – CPF is the registry maintained by the Federal Revenue of Brazil, where any natural person must register once, regardless of their age or nationality. Each registered person is identified in the country by a unique 11-digit number.
Law no. 14,534/23, makes the CPF the only general identification number in the country. This law came into force in 2024. Since then, everyone needs to have a CPF: the document has become mandatory for the provision of all services, in Brazil and abroad, including requesting certificates and renewing passports.
Furthermore, if you want to take an entrance exam or public examination, open a bank account, take out loans, obtain financing, apply for a credit card, obtain a work permit, purchase or rent a property or vehicle, issue a power of attorney, receive funds, be a party to an inventory , opening or doing business of any nature in Brazil will need to have your CPF.
Registration, regularization or change of CPF services are free.
For Brazilian citizens (including those with dual nationality from another country), the CPF registration service can be done in two ways:
- entirely via the internet, via email from the Federal Revenue Service, without attending the Embassy at any stage of the process; OR
- in person at the Embassy (by prior appointment).
The regularization and change of data in the CPF are provided exclusively via email from the Federal Revenue Service.
It is not necessary to attend the Embassy at any stage of the processes, which can be done quickly and conveniently from home.
The CPF can also be requested directly in Brazil (in this case, instructions must be requested directly from the Federal Revenue Service).

Attention: The CPF number is assigned once, with no possibility of second registration.
The CPF number will be generated at the time of registration and recorded on the receipt given to the applicant. The number must be kept in a safe place or memorized, as “CPF cards” are no longer issued.
Due to tax privacy regulations, anyone who has lost/forgotten their CPF number must recover it directly at one of the Federal Revenue (“Federal Revenue”) units in Brazil. If necessary, the request may be made by proxy from a representative of the interested party.
II. Instructions for CPF registration (Brazilian cirizens, even with dual citizenship)
Option A: Entirely throught the internet, without any in-person steps at the Embassy.
1) Fill out the online form on the Federal Revenue website, available via the link
https://servicos.receita.fazenda.gov.br/Servicos/CPF/cpfEstrangeiro/Fcpf.asp
ATTENTION: The browser's pop-up blocker must be completely disabled. Otherwise, you will not be able to send the request.
2) After clicking "send", a registration form (FCPF) will be generated containing a service code.
If the form is not generated, check your pop-up blocker (step 1).
3) Print and sign the registration form (FCPF).
4) Send an email to cpf.residente.exterior@rfb.gov.br containing:
- information, in the subject or body of the message, specifying the desired service ("cadastro de CPF""); and
- the following documents attached to the email, in PDF or JPEG format (the IRS does not accept other formats or links to storage clouds):
a) Individual registration form (FCPF) mentioned in item 2) above, completed and signed;
b) Brazilian identification document with photo of the interested party (Brazilian passport, even expired, identity card (RG), driver's license (CNH) or work card (CTPS);
Attention: If you do not have a Brazilian identification document with photo, even if expired, the CPF can only be requested in person at the Embassy - see option B, below.
c) Brazilian birth certificate or Brazilian marriage certificate;
d) If the request is made by the interested party himself, a "selfie" in which he appears holding his identification document open, close to his face, for the purpose of confirming his identity;
e) For minors under 18: send identification document and “selfie” of the father or mother, holding their own identification document (not that of the minor).

Option B: In person at the Embassy (only with appointment)
1) Access the e-consular and arrange an appointment for the service by choosing "CPF - Registration for Brazilians residing in Finland"
2) Attend on the scheduled day and present the following original documents (only originals are accepted).
a) Brazilian identification document with photo of the interested party (Brazilian passport, even expired, identity card (RG), driver's license (CNH) or work permit (CTPS);
Attention: If you do not have a Brazilian photo identification document, even if expired, you must present a valid Foreing passport or valid Foreign identity card (henkilökortti, etc);
b) Original Brazilian birth certificate or Brazilian marriage certificate;
c) For registration those over 18 years of age: Electoral Registration (Título Eleitoral) (the "E-título" is also accepted, on the mobile app);
Attention: Those who do not yet have the Electoral Registration must do so before being able to request the CPF.

d) Proof of residential address such as service bills (internet, mobile, electricity bills), kela, extract from population from DVV, etc.
(For minor's registration, parent's proof of adress.)
e) For registration of minors under 18 years of age:
e.1.) Parents' valid identification document (passport, identity, driver's or work card);
e.2.) Copy of the CPF card or proof of registration with the CPF of the father or mother of Brazilian nationality.
II. Regularization of CPF and updating data (done exclusively through the internet)
(These services are carried out exclusively online, with NO in-person steps at the Embassy)
1) Fill out the online form on the Federal Revenue website, available via the link

c) Brazilian birth certificate or Brazilian marriage certificate;
d) Copy of CPF card or proof of CPF registration;
e) If the request is made by the interested party, a "selfie" in which they appear holding their identification document open, close to their face, for the purpose of confirming their identity;
f) For minors under 18: send identification document and "selfie" of the father or mother, holding their own identification document (not that of the minor).
IV. Questions and other information
Brazilian Embassies abroad do not have a delegation from the Federal Revenue Agency (Receita Federal) to inform about CPF, income tax declaration, refunds, definitive exit, customs and foreign trade, etc. These matters are the exclusive responsibility of Receita Federal, in Brazil.
