Under the terms of the Federal Constitution of 1988, the children of Brazilians born abroad are born Brazilians, provided they are registered with the Brazilian Consular Office in the place where the birth took place.
Consular birth registration guarantees the acquisition of the original Brazilian nationality and is a mandatory prerequisite for obtaining a Brazilian passport.
The birth registration can only be carried out when there is no previous registration drawn up in another Brazilian Consular Office or in a Civil Registry Office in Brazil.
The recording of double registration and/or the declaration of untrue information in the application will imply the crime of ideological falsehood ( Penal Code, art. 299 ).
If the child's parents are married in Finland, they must register the marriage at the Embassy BEFORE registering the children's birth.
Witnesses will be required for records of persons over 12 years old.
Witnesses may be Brazilian or foreign, and must meet the conditions required by Brazilian civil law, being admitted relatives, in any degree.
Witnesses must present documentation proving their identity (valid Brazilian passport or valid Brazilian identity card), whose data will be expressly included in the term.
Attention: the following cannot be admitted as witnesses:
a) minors under sixteen years of age;
b) those who, due to illness, do not have the discernment to perform acts of civil life;
c) the blind and the deaf, when the knowledge of the fact to be proved depends on the senses they lack;

In order to take effect in Brazil, the consular birth certificate must be later transcribed at the 1st Office of the Civil Registry of the place of domicile of the registered person, in Brazil, or at the Office of the 1st Office of the Civil Registry of the Federal District., in the absence of domicile (Resolution nº 155, of 07/16/2012: http://www.cnj.jus.br/atos-administrativos/atos-da-presidencia/resolucoespresidencia/20313-resolucao

The documents can be advanced by e-mail, but the Brazilian declarant (and the witnesses, when applicable) must later come to the Consular Section of the Embassy to sign the Registration Term and receive the certificate (do not forget to inform your e-mail and contact telephone number when forwarding the necessary documentation).
- Instructions and mandatory documents:
A) REGISTERING A PERSON UNDER 16 YEARS OLD:
Important:
The birth registration of minors under 18 years old requires the presence of the declarant (father or mother, obligatorily of Brazilian nationality) at the Consular Office.
The presence of a minor under 12 is not required.
For the registration of persons over 12 years of age, the presence of the registrant (the minor) at the Consular Office is mandatory, as well as the presence of two witnesses, who will also sign the application and the birth registration term.
To register, at the Consular Section of this Embassy, the birth of a minor abroad and obtain the respective Brazilian birth certificate, the Brazilian citizen must present all the following original documentation:

I - Duly filled in birth registration application form (in computer or in legible handwriting) (PDF format)
The form must be signed at the Consular Section by the declarant, who must be the parent of Brazilian nationality.
Do not use abbreviations and indicate precisely the accentuation of names.
When the registrant is over 12 years of age, the form must also be signed by two duly qualified witnesses.

B) REGISTERING A PERSON OVER 16 AND UNDER 18:
Important:
In the registration of minors between 16 and 18 years of age, the declarant will be the registrant himself, who must appear at the Consular Office to fill in and sign the application and, later, the birth registration term.
The Brazilian parent or legal guardian of the registrant (who is relatively capable under Brazilian law) must appear at the Consular Office in order to assist him in drawing up the registration, affixing his signature to both the application and the consular birth certificate
The application and registration term will be signed by the registrant and the Brazilian parent or legal guardian, as well as by two duly qualified witnesses.
To register, at the Consular Section of this Embassy, the birth of a minor abroad and obtain the respective Brazilian registration certificate, the Brazilian citizen must present all the following original documentation:

C) REGISTERING A PERSON OVER 18 YEARS OLD:
Important:
Birth registration for persons over 18 years of age does not require the presence of parents at the Consular Office.
The presence of the registrant and two witnesses is mandatory.
The declarant will be the registrant himself, who will sign the application at the Consular Section, the presence of the parents being unnecessary.
The application and registration term will be signed by the registrant and by two duly qualified witnesses.
To register, at the Consular Section of this Embassy, the birth of a minor abroad and obtain the respective Brazilian registration certificate, the Brazilian citizen must present all the following original documentation:

The birth registration and the first copy of the certificate are free.
For each additional duplicate, a fee of EUR 5.50 will be charged.
On the scheduled day, after signing the term by the declarant, the birth registration is carried out and the certificate is issued.
On the day of the birth registration, minors under 18 years of age will be registered by the Consular Section in the Individual Taxpayer Registry - CPF.
Registration of the CPF for children under 18 at the time of birth is a free service.
At the end of the service, proof of registration with the Federal Revenue Service (Receita Federal) will be issued, which contains the CPF number, which is definitive.
For registrants over 18 years of age, the CPF registration must be requested by the applicant directly to the Federal Revenue Service (Receita Federal), by email, as instructed on our website CPF - Taxpayer Register for Individuals.
