Authorization to Travel Abroad for Minors - ENGLISH

INFORMATION
There are no restrictions on the entry of minors into Brazil, but there are restrictions on the departure of minors from Brazil when they are not accompanied by both parents or legal guardians.
To travel from Brazil to abroad, a minor under the age of 18 who is not accompanied by both parents must, according to Brazilian legislation, have a Travel Authorization for Minors to Exit the Country, a form through which their parents allow them to travel:
- In the company of only one parent; or
- In the company of another person (grandparents, uncles, friends, etc.); or
- Unaccompanied or under the care of an airline/maritime company
Attention: When not accompanied by both parents, minors who only possess a passport from another nationality will NOT be exempt from the requirement of a travel authorization for minors to exit the country.
The Federal Police, the institution responsible for immigration control upon departure from Brazil, prevents, under the resolution CNJ 131/2011, the departure from Brazil of minors who are not duly authorized, regardless of any other nationalities they may hold and the foreign passports they possess.
AUTHORIZATION IN THE BRAZILIAN PASSPORT - RECOMMENDED
The Travel Authorization for Minors is required for travel within Brazil and from Brazil to abroad. The authorization can be included in the Brazilian passport. (RECOMMENDED).

Note that Brazilian citizens should preferably use the Brazilian passport when entering Brazil to avoid unnecessary delays/questioning at the border.
Whenever a child of a Brazilian citizen travels with a passport from another country, border authorities (Federal Police) may request additional clarification about the reasons for the absence of the Brazilian birth registration and the use of a foreign passport.
Our recommendation is to renew the Brazilian passport, which may already contain the travel authorization. (THIS OPTION IS THE MOST RECOMMENDED)

- COPY OF THE MINOR'S PASSPORT
- COPY OF THE MINOR'S BIRTH CERTIFICATE
- COPY OF PARENTS' PASSPORT (Valid Passport)
The travel authorization must be prepared in two (2) original copies.
For those traveling outside the country, the Federal Police inspection agent will retain one of the authorizations at the time of boarding, along with a copy of the child's or adolescent's identification document, and the other should remain with the child or adolescent, or with the third party of legal age and capacity accompanying them on the trip.
It is the responsibility of the parents/legal guardians to comply with what Brazilian law determines for minor travel, according to the CNJ resolution. The resolution aims to protect the interests of minors.
IMPORTANT: The Embassy does NOT provide express or urgent services (for example, due to the minor's boarding restriction, flight losses in Brazil due to the absence of authorization, according to the Law).
Parents/legal guardians should plan ahead and adequately prepare for traveling with minors, including and especially regarding documentation.
The competence to apply Brazilian law at the border is exclusive to the Brazilian border police authority: the Federal Police.
Avoid unnecessary disruptions on your trip: renew the minor's Brazilian passport at the Consular Section of the Embassy of Brazil in Stockholm and request that the authorization be included in the passport (RECOMMENDED).
ATTENTION: Under no circumstances will the Consular Section of the Embassy send the document electronically, by email, or in any other format to third parties (for example, to the detained parent traveling with the minor, airlines, airport agents, Federal Police stations, Federal Police at the airport, etc.).
Under no circumstances can the Embassies and Consulates of Brazil abroad interfere with the actions of the Federal Police, nor act alongside that police authority for the release of minors detained at Brazilian airports. The Federal Police fulfills its duty to protect minors by verifying whether parents are complying with Brazilian law.
Only a Judge of the Infancy and Youth Court, in Brazil, can authorize the departure of the minor who is not properly equipped with the travel authorization.
HOW TO PROCEED?
- Brazilian FATHER or MOTHER - Fill out TWO (2) copies of the TRAVEL AUTHORIZATION and have the signature recognized at the Consular Section (appointment required).
- Foreign FATHER or MOTHER - Fill out TWO (2) copies of the TRAVEL AUTHORIZATION and have the signature recognized by a Notarius Publicus in Sweden and obtain the Hague Apostille.
- In Brazil - at a notary's office - Cartório;
TRAVEL AUTHORIZATION (FOR A SINGLE TRIP) - FOREIGN MINORS
- Foreign FATHER or MOTHER - Fill out TWO (2) copies of the TRAVEL AUTHORIZATION and have the signature recognized by a Notarius Publicus in Sweden and obtain the Hague Apostille.
We also suggest that you attach:
- a copy of the parents' passports
- a copy of the minor's passport
- a copy of the Brazilian birth certificate of the child or, in the case of a foreign citizen, the most recent "personbevis/extract of populational register" of the minor in English, with the names of the parents ("request from Skatteverket by post"). This document is the Swedish birth certificate and should receive a Hague Apostille from a Notarius Publicus in Sweden.
VALID UNTIL:
According to Resolution Nº 131/2011 of the National Council of Justice, the Authorization for Minor Travel must have a validity period, to be determined by the parents or legal guardians of the minor. In case of omission, it is understood that the authorization is valid for two years.
The authorization provided in the passport has the same validity as the travel document.
Unless expressly stated, the international travel authorizations in Resolution No. 131/11 of the National Council of Justice do not constitute authorization for the minor to establish permanent residence abroad.
