Electoral justification
If you are a registered voter and were unable to vote, you have to justify the absence to the ballots within 90 days from each voting round (primeiro turno and segundo turno).
1. If the voter is already registered abroad:
The justification for not voting is only needed for the presidential elections, that take place every 4 years. The justification must be done on the app "e-Título" on your mobile phone.
2. If the voter is registered in Brazil:
In case the voter misses the deadline to justify, they will be able to regularise their electoral status online, by transferring their electoral card to Syria. The transfer will include a fee exemption request (dispensa de multas) for the missed election round(s).
Voters who wish to justify their absence but do not wish to transfer their electoral cards - i.e. intend to continue voting in Brazil - must also justify on the app "e-Título" on the mobile phone and/or consult their own electoral offices in order to learn what to do.
Non-justified absences in three consecutive election rounds will result in the cancellation of one's electoral card. Having a clean electoral record is necessary in order to obtain a new passport and to obtain and regularise the CPF (Taxpayer Registry for Individuals), take office as a civil servant, enrol on Brazilian higher education institutions, amongst others.
