VITEM XI
VITEM XI – Family Reunion
This type of visa is intended for foreigners who are married to or in a stable relationship with: a) a Brazilian citizen; b) a foreigner who is the beneficiary of a residence permit in Brazil; c) a foreigner who obtains a temporary visa to Brazil. This visa also applies to those who have a Brazilian child. In this case, the Brazilian birth certificate is used instead of the documents of marriage or stable union. The Brazilian legal system recognizes the stable union of either same-sex or opposite-sex couples as a family unit.
Foreigners already in Brazil can apply for a residence permit for family reunification groups directly with the Federal Police.
Length of stay in Brazil
- Validity period (deadline for first entry into Brazil): up to 1 year
- Initial stay (period during which the person is allowed to stay in Brazil): up to 1 year
- Duration of stay: indefinite. Determined at the time of registration with the Federal Police - indicates the actual period during which the foreigner will be allowed to reside in Brazil. Note: If you are applying as the spouse of a foreigner who has a permanent residence permit in Brazil, both of you will be granted the same residence period.

The photo must be recent (not older than six months), on a white background, in the local standard size (3.5 x 4.5 cm). The foto must be affixed on the Visa application form. |

Residence Certificate (Erweiterte Meldebescheinigung) |
The addresses and move-in dates for the last 12 months must be on the certificate. |

Certificate of Conduct of the Federal Office for Justice |
Certificate of Conduct issued by the Federal Office of Justice. Certificates of conduct are valid for up to 3 months from the date of issuance. If the applicant has lived in more than one country within the last 12 months, a Certificate of Conduct from each country of residence must be submitted. If the document was issued in a country other than Germany, the Hague Apostille must be affixed to the document. In countries where The Hague Apostille is not required, the document must be legalized by a Brazilian consulate or embassy. |

Copy of the inbound ticket to Brazil |
The applicant must submit either a booking confirmation (paid ticket or e-ticket) or a booking reservation (or letter from a travel agent on the applicant's behalf), containing the complete itinerary, flight numbers and arrival / departure dates. |

Original full birth certificate |
If German, present a copy of your birth certificate. If the document was issued in a country other than Germany, it must have the Hague Apostille. In the countries where the Hague Apostille is not applicable, the document must be legalized by a Brazilian consulate / embassy. Note: The purpose of submitting this document is to avoid discrepancies between the information contained in the visa application and the birth certificate itself. Since the birth certificate must be presented during the mandatory registration of the visa with the Federal Police in Brazil (see below), any discrepancy will prevent the completion of this process. Therefore, the presentation of the birth certificate during the visa application phase abroad is not mandatory and will not prevent the visa from being issued, but it is highly recommended in order to avoid possible inconveniences. |

The following documents of the spouse will be accepted: a) If Brazilian: original Brazilian ID card (RG) or Brazilian passport. b) If foreign national who already has a residence permit in Brazil: valid foreign passport, valid Brazilian visa and National Register of Foreigners (RNE) card, if available, if the registration with the Federal Police has already been completed. c) If foreign national who is in the process of obtaining a temporary visa (VITEM) for Brazil: valid foreign passport. If the spouse is in Brazil, certified copies of these documents will be accepted. |

Declaration of intention of continuously living together |
Joint affidavit of both spouses. Both the applicant and the spouse must sign the declaration, under penalty of perjury of law, stating that they are a couple in a factual and legitimate union, and that they already reside or are planning to reside in Brazil. Note: The declaration must be signed in person at the Consular Section of the Embassy of Brazil in Berlin, in the presence of the consular officer. Alternatively, the signature can be certified by a notary public. |

Original marriage certificate or stable union certificate |
a) If married in Brazil (regardless of the nationality of the spouses): the applicant must present the full form of the marriage certificate ("certidão de casamento de inteiro teor") issued in Brazil. The presentation of the full form ("inteiro teor") is mandatory in order to certify that the marriage was not celebrated by proxy. b) If married outside Brazil to a Brazilian citizen: the marriage must be registered with a Brazilian consular authority. The applicant may submit either the consular marriage certificate or, if it has already been transcribed in Brazil, the final Brazilian marriage certificate. For information on registering a marriage at this consulate, click here. c) If married outside Brazil to a foreigner who has a residence permit in Brazil or a temporary visa (VITEM) for Brazil: the foreign marriage certificate must be legalized (apostilled) by the competent authority of the issuing country. If it is not possible to submit the required documents, the applicant may submit a declaration by two persons, under penalty of law, attesting to the existence of the stable union and at least one of the following documents a) A certificate of dependency issued by a tax authority or a body equivalent to the Internal Revenue Service; b) Religious marriage certificate; c) Testamentary dispositions proving the bond; d) A life insurance policy in which one of the parties is the beneficiary and the other is the owner; e) a deed of purchase and sale registered with the Real Estate Registry showing the parties as owners, or a lease showing the parties as tenants; f) Joint bank account; g) Birth certificate of the couple's child; h) Any other document that can prove the stability of the union. |
Registration with the Federal Police
VITEM XI holders must register with the Federal Police within 90 days of first entry into Brazil. Contact the Federal Police directly to find out how to register.
The Consular Sector anticipates that the applicant will be required to present to the Federal Police, among other documents, the Visa Application Form (FPV) provided at the time of visa issuance, as well as the original full birth certificate with the full names of the parents.
Documents issued in Germany can be apostilled by various authorities (check here). If the document is legalized, it must be translated into Portuguese by a sworn translator ("tradutor juramentado") in Brazil.
