Tender Invitation - Property lease for the Ambassador's official residence

Tender Invitation No. 001/2023

1. The Embassy of Brazil in the UAE is looking for a property in Abu Dhabi to serve as the official residence for Her Excellency, the Ambassador.

2. Listed below are the desired characteristics of the property, as well as some clauses that must be included in the rental contract for the one chosen.

a) Location: The property must be in a location not further away from the Embassy of Brazil than a 30 minutes drive (the current address of the Embassy of Brazil in Abu Dhabi is Al Quffal Street, near ADIB Bank Al Bateen), in an exclusive area, and compatible with the role of a high government official.

b) Type of property: modern house, preferably semi-furnished, located in a secure and exclusive area; the property must have permission for the installation of a pole for the national flag and coat of arms.

c) Dimensions: approximately 800 m2 of built area and 1200 m2 of total area.

d) Rooms (internal requirements): at least five suites, living room with space for more than 40 people, dining room must be able to accommodate a dining table for at least 12 people, spacious kitchen, air conditioning, garage space for at least two cars and preferably with guest parking spaces, maid’s area for at least bedrooms, laundry area with bathroom for employees.

e) Minimum lease period: 02 years;

f) Maximum annual rental price: DH 700,000.00, preferably inclusive of admin fees and costs with maintenance of swimming pool, electricity and water systems and gardens.

3. Before the contract is signed, the property must undergo an inspection, to be carried out by a qualified professional. He/ She must prepare a report on its characteristics, facilities, maintenance conditions and state of conservation, as well as prove that it meets the legal and physical requirements as per the country's legislation;

4. The contract will be signed between the owner or his legal representative and the Brazilian Government, represented by the Ambassador in Abu Dhabi. In addition to the usual provisions, the contract must include the following clauses:

a) Diplomatic clause, which exempts the lessee from a contractual fine in the event of suspension or termination of diplomatic relations between Brazil and the United Arab Emirates;

b) Termination clause, which exempts the lessee from a contractual fine in the event of the closure of the Brazilian Embassy in the UAE;

c) Provision for the immediate termination of the contract, at no cost to the lessee, in the event of any failures or damages occurring in the rented property, preventing or impairing its occupation by the lessee;

d) The full reimbursement of the security deposit or its use to pay off unexpired rental periods at the end of the occupation, if there is no damage to the property or its furniture, in addition to those caused by natural wear and tear.

5. Companies who wish to present properties under the conditions stipulated in paragraph 2 (letters "a" to "f") and agree to include in the lease contract the clauses mentioned in paragraph 4 (letters "a" to "d") must submit proposals no later than 25th February 2023, to the electronic address administ.abudbhabi@itamaraty.gov.br.
