The Embassy of Brazil in Abu Dhabi can issue passports to Brazilian citizens. To request the service, read the section below and, if necessary, read the sections below on passports for minors and replacement of stolen/lost passports.
Children under 12 (twelve) years old don’t need to be in person at the Embassy to request their passports; their parents can request the document for them. However, children above 12 (twelve) yeares old must present themselves at the Embassy to request their passports.
QUESTIONS ABOUT PASSPORT APPLICATION
HOW TO APPLY
To apply for a new passport:

Fill out the passport request electronic form (to access it, click here). Use a desktop computer with a scanner and printer, and not on a portable device such as a smartphone or tablet. The applicant must upload all documents required, otherwise the application will not be granted. At the end of the form, print the Application Delivery Receipt.

Have on hand the originals and copies of the following Brazilian documents:

Birth certificate.

ID card.
-
Military document, for men between 18 and 45 years old. If you are 17 years old and are turning 18 in the year of applying for the new passport, you will also be required to present a military document if the application is submitted in the second semester.

Marriage certificate, if you are married, divorced, widowed or divorced.

Obtain a recent 3X4 or 5X7 official photo, taken less than 6 (six) months ago and printed in high resolution and on professional photo paper (it is recommended to obtain the photo from a photo studio, as low quality/resolution photos will not be accepted).

Have on hand your current passport, and make a photocopy of its identification page. If your passport has been stolen or lost, please read below the section "LOST OR STOLEN PASSPORT". If your passport is only damaged, present it anyway on the day of your appointment.

If you are between 18 and 70 years old, obtain an Electoral Certificate at the Superior Electoral Court website (to request the document, click here).

If you are having trouble obtaining the Electoral Certificate, you may have electoral fines to be paid. If that is the case, click here, make the payment and, after a few days, get your Electoral Certificate normally. However, if your electoral situation is more complicated (for example, if your electoral card was cancelled, people who have never obtained an electoral card or young people who should have obtained it this year but, because of the closing of the electoral registry due to the elections, failed in doing so), you will not be able to obtain a Electoral Certificate. In this case, click here to obtain a Circumstantiated Certificate, which must be presented instead of the Electoral Certificate.

Come to the Embassy on the scheduled day and time, with the Application Delivery Receipt, the proof of the payment of the consular fees, a copy of the appointment confirmation email and all originals and photocopies of the documents listed above.
You must bring all the documents required, otherwise your request may be denied and you will have to book a new appointment. If there are no problems with the documentation, the passport will be delivered on the same day of the appointment, between 12:30 and 13:30 (on Fridays, between 11:00 and 12:00).
PASSPORTS FOR MINORS

Fill out the the Parental Consent Form. On the day of the appointment, BOTH the parents must be in person at the Embassy, holding originals and copies of their Brazilian identity documents with photo, to sign the Form in front of the consular clerk. Non Brazilian parents must present their Emirates IDs and passports.

Both parents must come to the Embassy on the scheduled day and time, with the Application Delivery Receipt, the proof of the payment of the consular fees, a copy of the appointment confirmation email and all originals and photocopies of the documents listed above.

The Embassy will decline any requests that are not accompanied by the Parental Consent Form duly signed by both parents. The signature of one of the parents can only be waived:

In case of death of one of the parents. In this case, the surviving parent must present the death certificate of the deceased parent.

In the event of a judicial sentence, whose copy must be presented on the day of the appointment, granting one of the parents powers to request the minor's passport by him/herself, without the express authorization of the other parent. A simple child custody sentence will not necessarily serve as a valid justification for waiving the authorization of one of the parents.

When one of the parents has established a power of attorney authorizing the other to apply alone for their child’s passport. Original and photocopy of the power of attorney must be presented on the day of the appointment.

In case of emancipation. On the day of the appointment, it must be presented a Brazilian birth certification stating that the minor was emancipated.
LOST OR STOLEN PASSPORT
If your passport has been lost or stolen, in addition to all the documents listed above in the section “HOW TO APPLY”, you must also submit:

A Passport Loss Declaration Form (to access it, click here).

Original and photocopy of the police report issued where the document was lost or stolen. If the police report was not issued in Portuguese, English, French or Spanish, a sworn translation of the document is also required.
CONSULAR FEES
Passports for applicants over 18 (eighteen) years old cost AED 480.00. Passports for children between 4 (four) and 18 (eighteen) years old cost AED 320.00. Passports for children under 4 (four) years old cost AED 160.00.
There are no additional charges or fines in case your current passport was lost or stolen.
