Statement by the Permanent Representative of Brazil to the United Nations, Ambassador Sérgio França Danese, on Ukraine - October 9th, 2023
I now join other members in thanking Under-SecretaryGeneral DiCarlo and Assistant Secretary-General Msuya for their briefings.
Brazil learned with dismay and serious concern the news of last Thursday’s attacks in the region of Kharkiv. We express our solidarity with the families of the deceased and the dozens of people injured. That act is yet another example of the immense burden imposed by the war on the civilian population. Similar tragedies have been repeated with unacceptable frequency. We reiterate our call on all parties to respect international humanitarian law and the fundamental principle of the distinction between combatants and civilians.
It is urgent that the parties also engage in a sincere effort to de-escalate hostilities without further delay. Continuing military operations will not bring solutions to the multiple and complex causes of the conflict. Brazil urges the parties to resume contacts, either directly or through the good offices of third parties, with a view to opening direct negotiations that could bring an end to the conflict and a lasting solution to the disputes that originated this terrible war. This is the hope and aspiration of countries across the globe, in particular the developing world, which suffers from the side effects of the conflict.

Brazil reaffirms its respect for the sovereignty and territorial integrity of all States and its commitment to the peaceful settlement of disputes. The diplomatic path is the only one that offers real prospects for a just and lasting peace, in line with the principles and purposes of the Charter of the United Nations and taking into account the legitimate security concerns of all.
