Statement by the Permanent Representative of Brazil to the United Nations, Ambassador Sérgio França Danese, on the Situation on the Democratic Republic of the Congo (MONUSCO) - December 19th, 2023
I welcome the representative of the Democratic Republic of the Congo to this meeting.
Since this is the last opportunity my delegation will have to address the Security Council on the situation in the Democratic Republic of the Congo and the MONUSCO (United Nations Organization Stabilization Mission in the Democratic Republic of the Congo) mandate, I would like to extend our sincere appreciation for the efforts carried out by the penholder in driving the negotiations process forward in close consultation with the Democratic Republic of the Congo. We also extend our appreciation to all Council members for their constructive engagement in achieving this outcome.
The adopted Resolution 2717 (2023) takes into account our main concerns on the transition process, which will be a very challenging task. MONUSCO’s departure should be done responsibly, avoiding potential risks of more violence against the population. We emphasize the need to guarantee the safety and security of MONUSCO’s personnel during the entire withdrawal process. We reiterate the need that the transition and withdrawal must be well coordinated with neighbouring countries and relevant regional actors. We welcome the fact that the adopted text considers those factors. Brazil reaffirms its commitment to peace, stability and development in the Democratic Republic of the Congo and assures all stakeholders of our continuing support.
