Statement by the Permanent Representative of Brazil to the United Nations, Ambassador Sérgio França Danese, at UNSC Briefing on the situation in Mali/MINUSMA - August 28th, 2023
Madam President,
I thank Special Representative El-Ghassim Wane for his comprehensive briefing. It is critical that this Council be kept fully updated on the situation in Mali, as MINUSMA transfers its tasks and prepares to leave the country. I thank Ms. Abouya for her presentation and recognize the delegation of Mali.
I also thank the Secretary General for his letter on the main aspects of the transfer of task of MINUSMA to the Malian Government. The document is very helpful, as it addresses key issues not only to the safe removal of mission`s personnel and equipment, but also the stabilization of Mali.
Madam President,
We deplore acts of violence against MINUSMA personnel during its withdrawal from the Ber camp earlier in August. Let us be clear on this point: any act committed against a peacekeeper is an act that hurts the whole United Nations and everything it stands for and those responsible must be held accountable.
Brazil welcomes the engagement with the Malian authorities aiming at ensuring that proper support continues to be provided to the country in its political transition and its efforts towards the conclusion of the peace process. The successful implementation of both tracks is essential for the full control of the territory by Malian authorities and their capacity to help ensure MINUSMA's safe drawdown and withdrawal.
Brazil also reiterates its support to the mediation process led by Algeria and urges all Malian political forces to engage in dialogue and resume the implementation of the peace agreement. We also express our appreciation for the outlined strategy of strengthening the good offices and mediation mandates of UNOWAS, ECOWAS and the African Union. We believe that bilateral and regional arrangements play a crucial role in performing preventive diplomacy and conflict resolution.
Madam President,
Brazil is concerned about the worsening humanitarian situation in Mali. Not less than 8.8 million people are expected to need such assistance this year according to OCHA. It is imperative that all those concerned allow for and support unimpeded and safe humanitarian assistance to them. We are particularly concerned by the conditions of vulnerable groups, especially women and children.
MINUSMA's withdrawal should not lead to diminished assistance of these people. Brazil hopes that the transfer of tasks by MINUSMA will be conducted in a safe manner, with full cooperation with and by Malian authorities, in accordance with the agreed plan.
