Statement by Ambassador Carlos Márcio Bicalho Cozendey, Vice-Minister, Secretary for Multilateral Political Affairs of the Ministry of Foreign Affairs of Brazil, during the High Level Meeting of the Ad Hoc Advisory Group on Haiti

Brazil follows up closely the deployment of the MSS in Haiti and looks forward to its renewal. The MSS needs the support of the international community and adequate resources for discharging its mandate. Security is a pre-condition for the Haitian Government to provide the population with the essential services they need.
Brazil commends Prime-Minister Garry Conille for his efforts to lead a harmonious transition until elections can be held. A united political front is important in the fight against the serious threat posed by gang violence. Haitians must lead and have the ownership of their path to stability and prosperity.
Political stability and security are necessary, but not sufficient to ensure the sustainable development Haitians need. It is crucial to tackle the country's deep inequalities to halt the cycles of recurring violence. Peace and security, sustainable development, and human rights are interlinked and mutually reinforcing. The contribution of women to social and economic recovery cannot be overstated.
Brazil remains committed to Haiti. We have a long and diversified history of cooperation with the country, focused on capacity-building. We are now implementing a training program for 400 Haitian police officers. A Professional Training Center for 3 thousand students a year is soon to be launched.
Brazil has also engaged, since 2012, in a humanitarian visa policy for Haitians. More than 90,000 humanitarian and family reunification visas have already been granted.
The Peacebuilding Commission, can play an important role in assisting Haiti. In coordination with ECOSOC, the PBC is uniquely positioned to sustain peace efforts, mobilize regional organizations and International Financial Institutions (IFIs), and foster South-South and triangular cooperation arrangements.
