Statement by the Permanent Representative of Brazil to the United Nations, Ambassador Sérgio França Danese, at the meeting between the United Nations Resident Coordinators and Member States

Excellencies, dear Resident Coordinators, colleagues,
Brazil is extending its strong support to the repositioning of the UN Development System and the reinvigorated Resident Coordinator (RC) System.
We prioritize reforms that promote transparency, coherence, efficiency and effectiveness in development activities. We also value enhanced coordination between UN entities and host governments.
This is critical for the successful implementation, monitoring and evaluation of the UN Sustainable Development Cooperation Frameworks (UNSDCF) and for aligning development financing with national priorities. Strengthening local capacities in design, implementation, monitoring, data management and evaluation is essential.
The UN Sustainable Development Cooperation Frameworks are a key tool for assessing the quality and added value of UN support. Accordingly, we have recommended that the RC in Brazil applies evaluation criteria for the technical and operational performance of multilateral agencies and ensures alignment with national guidelines for international cooperation.
Coordination among UN agencies on the ground has improved and Brazil appreciates the progress brought about by the Development Cooperation Office (DCO) and RCs. However, Member States still need access to robust mechanisms and detailed, disaggregated data to closely monitor the system’s operations and contribution to the SDGs.
We recognize the financial challenges of the RC System and welcome continued discussions on a funding model that supports developing countries’ needs in line with national priorities.
In its capacity as Chair of the Peacebuilding Commission this year, Brazil enthusiastically welcomes RCs fully and actively supporting concerned national governments in building national strategies and implementing initiatives and projects in the areas of peacebuilding and conflict prevention. Nobody can be as helpful in these challenges as the RCs working on the ground in countries that are or could be on the PBC and PBF agendas.
Lastly, I commend Ms. Silvia Rucks, Resident Coordinator in Brazil, for, among other accomplishments, her timely and strong leadership in coordinating the national UN Sustainable Development Cooperation Frameworks, reporting on pandemic recovery and mobilizing UN resources in response to the tragic floods in Southern Brazil earlier this year.
