Statement by Brazil at the High level meeting to mark the 25th anniversary of the International Day for the Elimination of Violence against Women - November 25th, 2024
Mr. President,
The celebration of the 25th anniversary of the International Day for the Elimination of Violence against Women invites us to a deep reflection on the progress made so far and the challenges that still persist in addressing this serious global issue.
Our starting point must be the Beijing Declaration and Platform for Action, to which Brazil remains firmly committed. Our main conclusion is that, almost 30 years after the adoption of these landmark documents, some progress has been made, but gender-based violence remains an unacceptable reality everywhere.
In Brazil, the government is working tirelessly to eliminate all forms of gender-based violence.
Strengthening and enforcing criminal law is one powerful tool to achieve the social transformation necessary to curb and hopefully eliminate this scourge.
But the focus on prevention and intersectoral victims´ support approach is crucial. Last year, President Lula reinstated the Ministry of Women, with a view to enhancing the design and implementation of policies on violence against women. It also expanded two key programs, namely the “Woman Living Without Violence”, which provides specialized services, and the “Women's Houses”, that provide assistance to survivors. The National Pact for the Prevention of Femicide and an intersectoral action plan were also adopted.
In 2024, the government spearheaded two other important measures: a national campaign called “Zero Femicide – No violence against women should be tolerated” and the “Brazil without Misogyny” initiative, aimed at fighting hate content on digital platforms. In both cases, civil society has been a key player.
In the coming years, we will keep strengthening public policies, investing in prevention and support, as well as promoting gender equality in all spheres of life. The goal is clear and the will to achieve it very firm: to build a society free from violence against women and girls.
The same spirit and purpose will continue to guide us in our global action, in line with the Beijing Declaration and Platform for Action and all other international commitments, as well as the Sustainable Development Goals.
