Statement by the Deputy Permanent Representative Ambassador oão Genésio de Almeida Filho on the Reports of the Secretary-General
on the Sudan and South Sudan: Letter dated 7 February 2023 from the Panel of Experts on the Sudan

Mister President,

During the negotiations, we tried to work constructively with all members of this Council.

Although we would have preferred a different text, with a shorter sunset clause and clearer and more concise benchmarks, we also believe that the facilitators was able to take into consideration many of the concerns raised.

On the other hand, progress on the negotiation should not be measured only by the draft discussed, but also by its correlation with the reality on the ground.

We recognize the significant progress made by the government of Sudan and we welcome the fact that the approved text introduces specific timelines for review, modification, suspension and termination of the measures.

Mister President,

After all, both the arms embargo and the targeted sanctions are, by definition, temporary measures.

We also see as positive the review and evaluation mechanisms that will be implemented by the resolution.

We do hope that the current resolution will be a tool to encourage the full implementation of the Juba Peace Agreement and can improve the security in Darfur.
