Statement by the Deputy Permanent Representative Ambassador João Genésio de Almeida Filho on Ukraine

Mr President,
I thank USG DiCarlo and Ms Borwn for their briefings. I will make two brief comments on the subject.
First, Brazil regrets that, after nearly eight months of conflict in Ukraine, the civilian population continues to suffer. There is no justification for the attacks perpetrated on civilian targets, such as those recorded in Kiev and other major Ukrainian cities in the last few days.
The damage to the energy sector, which according to reports by our embassy in Kiev has reached 30% of its generating capacity, is particularly worrisome. The rigors of the coming winter will add to the humanitarian crisis. The continuing reports of civilian casualties and attacks against civilian infrastructure attest to the urgency of opening channels of humanitarian dialogue between the parties.
Brazil joins other members in recalling the obligations of all states under international law and of all parties under international humanitarian law. Missile launches and drone strikes must be halted. Unimpeded access to humanitarian assistance to those in need should be guaranteed by all parties.
Second, we believe it is important to discuss our collective response to the conflict. In our discussions with other delegations, we note increased frustration with what is perceived as insufficient efforts by the Council to facilitate a peaceful solution. Many are disappointed with the fact that divisions have prevailed over what is expected from us: the willingness to engage in dialogue.
Mr President,
The UN Charter outlawed war as a legitimate means of resolving conflicts. Reaffirming this principle is essential, but not sufficient, in light of our collective responsibilities. This Council should actively contribute to all possible efforts towards a ceasefire and to negotiations between the parties.
Different ideas have been circulated by other delegations to facilitate direct talks between the parties. The Council should explore them. Brazil is willing to engage in these efforts and invites other members to consider new paths in order to abbreviate the suffering of the Ukrainian people.
