Statement by the Permanent Representative Ambassador Ronaldo Costa Filho in the Security Council meeting on the situation in the Middle East

Mister President,
Brazil thanks Mr. Wennesland for today’s updates.
Last month, on January 27, we commemorated International Holocaust Remembrance Day. On 20th of January, the UN General Assembly approved by consensus a resolution calling for active measures to combat anti-Semitism and Holocaust denial or distortion. Brazil praises Israel and Germany for the initiative to present the text, which states that the Holocaust “will forever be a warning to all people of the dangers of hatred, bigotry, racism and prejudice.”
News coming from Sheikh Jarrah in East Jerusalem, notheless, are very concerning. The current scenario is a flashback to last year’s events that led to violence, death of civilians and destruction in Gaza. The escalation of tensions put at risk the already fragile cease-fire. Provocative actions by all sides will only incite more violence.
Brazil calls on all parties to exercise restraint and take steps to restore calm in Jerusalem, in Gaza, in the West Bank. International humanitarian law provides protections to civilians from the hazards of conflict. Civilians must never be the deliberate target of attacks. Violence and terrorism must be condemned in all forms and manifestations.
Brazil encourages continued cooperation to address the economic needs of the Palestinians. The economic and fiscal crisis worsens the prospects for political stability and intra-Palestinian reconciliation. Free, fair and transparent elections in Palestine are essential to renew the democratic legitimacy of its institutions.
International efforts towards Gaza should continue to aim at recovery of infrastructure, economic empowerment and provision of aid to the population in need. Humanitarian assistance should continue to flow in a predictable, responsible and regular way.
Mister President,
Brazil hopes the Abraham accords can set the path to dialogue and diplomacy in the region, with positive impact for the resumption of the peace process. The high-level meetings that have followed the signing of the normalization agreements are encouraging.
We must recommit to finding a political solution to this long and painful conflict. We welcome in particular recente mediation efforts as well as innovative diplomatic initiatives truly grounded in international law could be explored as long as they are committed to long-term peace and stability.
Brazil reaffirms its longstanding commitment to the achievement of a just and sustainable peace in the Middle East and to the two-state solution. We aspire for a future with Israelis and Palestinians living side by side in peace and security, in two democratic, prosperous and sovereign states within secure and internationally recognized borders.
