Discurso do Representante Permanente, Embaixador Ronaldo Costa Filho, em reunião do Conselho de Segurança sobre a situação no Sudão - 7 de dezembro de 2022 (texto em inglês)
Statement by Ambassador João Genésio de Almeida Filho, Deputy Permanent Representative of Brazil to the United Nations,
on the situation in Sudan (UNITAMS Briefing and Consultations)
December 7th, 2022
Thank you, Madam President.
Let me begin by thanking our distinguished briefers for their insightful presentations and welcoming the delegation of Sudan to this session.
I would like to start by commending Sudan for the latest developments at the political front.
We welcome the Sudanese Bar Association's draft transitional constitution and hope that (i) the current discussions among civilian political forces thereon will help form the basis for a broader political settlement and (ii) the signature, on December 5, of the Political Framework between civilian and military will open an avenue for closer and fruitful cooperation.
We appreciate the active participation of several civil society representatives in the Association's drafting committee and wish it can lead to a truly inclusive and nationally owned dialogue.
Notwithstanding the latest positive developments, we remain concerned about recurring intercommunal violence both in West Kordofan and the Blue Nile region, which led to hundreds of deaths and thousands of displaced women, men and children.
Aware of the limited resources available, we call on Sudan's authorities to increase their efforts to protect civilians in the areas and enhance accountability and to guarantee conditions conducive to the safe return of displaced persons.
The recurrent violence highlights the need to address the root causes of conflict in Darfur, Kordofan and the Blue Nile regions. It is urgent to mobilise support from international partners to resume financial assistance to Sudan, ensure the provision of basic services and generate new economic opportunities. Tackling socio-economic constraints and poverty are fundamental steps towards sustainable peace.
Another key step in that direction would be the implementation, without further delay, of the Juba Peace Agreement. We encourage the Sudanese authorities to work towards a bolder and more expeditious, implementation of that Agreement.
Before I conclude, Madam President, I wish to reiterate the full support of my delegation for the Trilateral Mechanism's crucial work, as stated in previous meetings of this organ.
We commend the critical efforts of facilitation carried out by UNITAMS, the African Union, and IGAD to bring the political deadlock in Sudan to an end.
Thank you.
