PASSPORT
All passport applications must be made through the Consulate's e-consular system.
Create a new passport application in the e-consular system and submit photos or scans of the required documents. The Consulate will verify the documents and, if necessary, request additional documents before approving the application.
Once your application is approved, you will be given the option to make an appointment at the Consulate, or send your documents and money order by mail.

Regular Electoral Situation
Brazilian citizens 18-70 years of age must have valid voter registration (título de eleitor em situação regular), with no outstanding electoral fines, to renew their passport.
Those who have previously registered to vote may check the status of their voter registration (valid/“regular” or cancelled/ “cancelado”) at the following link:

If your voter registration is currently valid (“regular”) but you have outstanding fines for not voting in past elections, you may still pay your electoral fines via the cellphone app e-Título, or via the following link: https://www.tse.jus.br/eleitor/titulo-de-eleitor/quitacao-de-multas
Brazilian citizens residing within the jurisdiction of the Consulate General of Brazil in Washington DC may apply for a new passport via the Consulate's e-consular system.
In the e-consular system, the applicant will provide basic information and upload scanned copies or photos of the documents required to issue a new passport. The Consulate's Passport Sector will review the documents and, if necessary, request additional documents before approving the application.
Once the application is approved, the applicant will have the option to make an appointment at the Consulate or send all original documents and payment by mail.
Money orders issued by the U.S. Postal Service (post office) are the only form of payment accepted at the Consulate General of Brazil in Washington. Applicants must purchase the money order at any U.S. post office in the exact amount of the respective service and bring it with them to the Consulate (or send it with their documents if applying by mail).
The Consulate General of Brazil in Washington is not affiliated with any third party service that claims to facilitate or expedite the issuance of passports or any other consular services. The easiest, cheapest, and most efficient way to request any service at the Consulate, including passports, is directly via the e-consular system.

Required Documents
1. Online Passport Application Receipt (Recibo de Entrega de Requerimento)
Fill out the online form at https://formulario-mre.serpro.gov.br, print the application receipt generated at the end in PDF format, and sign in the rectangle at the top.
Completing this online form will NOT automatically send your passport application to the Consulate General of Brazil in Washington. You must upload a scan or photo of the printed application receipt, along with the other required documents, in the e-consular system.
Uploading your photo, signature, and documents in this online form is optional, but recommended. Uploading your documents in the e-consular system is required.
Minors (younger than 18 years) are not required to sign the application receipt.
2. Photograph (2” x 2”, white background, taken within the past six months)
The Consulate recommends purchasing passport photos at a CVS, UPS, Costco, Walmart, or other store that offers the service.
3. Current Brazilian Passport
If you are unable to present your current Brazilian passport, you must present the Lost/Stolen/Destroyed Travel Document Form:

If you are unable to present your current Brazilian passport, and it is still valid on the date that your new passport is issued, the new passport's validity will be 4 years (for applicants 4 years of age or older) or 7 months (for applicants 3 years of age or younger).
If you are applying for your first Brazilian passport, you do not need to complete the Lost/Stolen/Destroyed Travel Document Form above.
4. Proof of Brazilian Citizenship (Brazilian birth certificate, identity card (RG), or Brazilian marriage certificate)
If your current name is different from the name that appears on your Brazilian birth certificate (due to marriage, a court decision, etc.) you must present a Brazilian document showing your current name.
If you married outside of Brazil, you must register your marriage at a Brazilian Consulate or at a cartório in Brazil in order to use your married name in your Brazilian passport. See our web page on Brazilian Marriage Certificates for more information. Only Brazilian marriage certificates can be used to apply for a passport.
If your Brazilian birth certificate contains the following observation: A condição de Brasileiro esta sujeita à confirmação através de dois eventos: residência no Brasil e opção pela nacionalidade brasileira perante Juiz Federal, you must have the observation removed by the same Consulate or cartório in which your birth certificate was issued. For questions regarding birth certificates with this observation, send an e-mail to pass.cgwashington@itamaraty.gov.br with a scan or clear picture of the birth certificate.
5. For male applicants 18-45 years of age: up-to-date military document (active enlistment, exemption, or reserve)
If your military enlistment (Certificado de Alistamento Militar) is out-of-date, you must have this document updated in-person at the Consulate before applying for a new passport. Create a request in the e-consular system to make an appointment to update your active enlistment (adiamento de incorporação), or to request permanent exemption (Certificado de Dispensa de Incorporação).
If you have already been granted permanent exemption but never received your Certificado de Dispensa de Incorporação, or if you have lost the document, you may request a new copy (segunda via) at the Consulate via the e-consular system.
All services related to military documents (completing or updating your Certificado de Alistamento Militar, requesting or picking up your Certificado de Dispensa de Incorporação, etc.) must be done in person by the applicant himself. Military documents may not be requested by third parties or by mail.
6. For applicants 18-69 years of age: Certidão de Quitação Eleitoral
ATTENTION!
If you have an outstanding fine with the Justiça Eleitoral (“Não está quite”), you must pay the fine either via the cellphone app e-Título or via the following link: https://www.tse.jus.br/eleitor/titulo-de-eleitor/quitacao-de-multas
During the period in which voter registration services are unavailable (May 5 – November 7, 2022) those with a cancelled voter registration must, in addition to paying their outstanding fines, present a “Certidão Circunstanciada”. Click here for information on the Certidão Circunstanciada.
Applicants 18-69 years of age must be registered to vote and have their voter registration up-to-date in order to request a passport.
Applicants with up-to-date voter status may generate their Certidão de Quitação Eleitoral on the Tribunal Superior Eleitoral's website.
Your Certidão de Quitação Eleitoral must show that you are "QUITE com a Justiça Eleitoral". If it says "NÃO ESTÁ QUITE", you must pay the fine associated with your voter registration (generate the GRU for your electoral fine on the TSE's Quitação de Multas webpage).
The Consulate may accept proof of voter registration application (for first-time voter registration) or the receipt proving payment of electoral fines on a case-by-case basis, in lieu of the Certidão de Quitação Eleitoral.
If you are registered to vote in the jurisdiction of the Consulate General of Brazil in Washington, you may present proof that you voted in both the 1º AND 2º turnos of the 2018 presidential election (comprovante de votação) in lieu of the Certidão de Quitação Eleitoral.
7. For minors (17 years of age or younger): Authorization to Obtain Brazilian Passport form and IDs of the minor's parents

Signatures of both parents must be authenticated by a consular agent (if both parents will be present for the appointment) or by a notary public (if one or both parents will not be present for the appointment, or if the documents will be sent by mail)
Original, non-expired photo IDs for both parents must be presented at the time of application, even if the application is sent by mail.
Brazilian parents must present Brazilian photo ID (passport, RG, CNH, etc.).
Non-Brazilian parents may present their passport or driver's license.
If one parent lives in Brazil: he or she must fill out the form, have his or her signature authenticated in a Brazilian cartório, and send the form with the original seal, along with a cópia autenticada of his or her Brazilian photo ID, to the parent that is applying for the passport at the Consulate.
If one parent is unable or unwilling to sign the form: the parent applying for the minor's passport must present a court decision granting him or her full custody of the minor, with explicit reference to the parent's ability to request official documents for the minor without consulting the other parent.
If one parent is deceased: the parent's death certificate must be presented.
8. Money order from the U.S. Postal Service (post office)
Adults 18 and older: $120.00
Minors 0-3 years old: $40.00
Minors 4-17 years old: $80.00
9. For applications sent by mail only: a pre-paid Priority or Express flat-rate return envelope
This return envelope is in addition to the envelope used to send the required documents to the Consulate, and may be folded in half to fit inside the sending envelope with the original documents.
The envelope must have sufficient flat-rate postage, with the applicant's address filled out in the "To" section.
The Consulate recommends providing a Priority or Priority Express flat-rate envelope with tracking numbers from the U.S. Postal Service (post office).
Typical flat-rate envelopes can hold six passports at most. Please provide two return envelopes if more than six passports (including the new passports issued) are to be returned.
How to Submit a Passport Application
All passport applications must first be approved via the e-consular system.
Once your passport application has been approved, you must either make an appointment via the e-consular system, or indicate that you will be sending your documents by mail.
All original documents that were uploaded and verified in the e-consular system must also be presented at your appointment, or by mail, in order to issue your new passport.
You must purchase a money order from a U.S. post office before arriving at the Consulate for your appointment. If you have multiple appointments for the same day, you must purchase separate money orders for each service.

New passports are issued same-day for applications presented in-person by appointment.
Applications submitted by mail are processed and mailed back within three business days from the date of receipt at the Consulate.
