The TSE (Tribunal Superior Eleitoral) is processing all electoral services online, as of March 19, 2020. To request electoral services (e.g. first-time voter registration, rectification of voter status, etc.) visit the TSE’s "Título Net Exterior" online portal.

Note that the link above is for Brazilian citizens residing outside of Brazil. If you have active voter registration linked to a Brazilian state, access the TítuloNet online portal via the website of the Tribunal Regional Eleitoral (TRE) of your state.
