BIRTH CERTIFICATE
GENERAL INFORMATION
· Birth certificates are issued at the Consulate General of Brazil in Washington by appointment only. See the instructions below on how to request this service.
· A child born to (a) Brazilian parent(s) outside of Brazil may be registered at a Brazilian Consulate at any age and at any time. The following guidelines apply:
o Minors under 16 years of age: the registration application must be completed by the Brazilian parent/legal guardian. Children 12 years of age and above must also appear at the Consulate General to complete their birth registration, as well as 2 (two) witnesses.
o Minors 16 - 18 years of age: the child and his/her Brazilian parent/legal guardian must both complete the registration application and appear at the Consulate General to complete the registration. Both the person being registered and the parent/legal guardian must present valid photo ID. The presence of 2 (two) witnesses is also necessary.
o All minors, when both parents are Brazilian: the registration application must be completed by the parent who will appear at the Consulate General to complete the registration.
o Adults 18 years of age or older: the person whose birth is to be registered must complete the application. Neither the presence nor the signature of a parent or legal guardian is required. The person being registered must present a valid photo ID (driver’s license or passport). The presence of 2 (two) witnesses is also necessary.
· Consular birth certificates must later be transcribed in Brazil, in the 1st Civil Registry office of the declarant’s residence (Cartório 1º Ofício de Registro Civil), or alternatively in the 1st Civil Registry office in Brasília (Cartório Marcelo Ribas).
o The birth certificate issued by the 1st Civil Registry office in Brazil definitively replaces the birth certificate issued by the Consulate, and should be presented for all future legal purposes, both in Brazil and in Brazilian Consulates abroad. Eventual requests for a second copy or annotation of the Brazilian birth certificate must be made directly with the cartório.
· The Consulate General recommends proofreading all original non-Brazilian documents before submission. Discrepancies such as misspellings in names, surnames and different dates or places of birth may result in delays or refusal to process the registration.

HOW TO REQUEST A CONSULAR BIRTH CERTIFICATE
1. Create a service request for “Registro de nascimento/Birth registration” via the e-consular system. You will need to create an account using your e-mail address if have not used the e-consular system before.
2. Upload the required documents (listed below).
3. Once your documents have been reviewed and approved*, choose an available appointment date via the e-consular system to appear at the Consulate. You must bring to your appointment all the original documents that you uploaded to the e-consular system.
* The documents you upload will be reviewed by the Consulate. If any documents are missing or incomplete, you will receive a notification via e-mail to re-submit the correct document(s). You will only be able to schedule an appointment via the e-consular system once you have uploaded all the correct documents, as verified by the Consulate.
REQUIRED DOCUMENTS:
1. Brazilian ID of parent/legal guardian (one of the following):
a. Brazilian ID Card (Carteira de Identidade/RG)
b. Brazilian passport, even if expired (but one that allows photo identification)
c. Brazilian Driver’s License (Carteira Nacional de Habilitação)
2. Proof of Brazilian nationality of parent/legal guardian (one of the following):
a. Brazilian Birth Certificate
b. Brazilian Marriage Certificate
c. Brazilian Naturalization Certificate
3. Photo ID (driver’s license or valid passport) and birth certificate of non-Brazilian parent (documents issued outside the USA must be apostilled or legalized)
4. Original local birth certificate of the child to be registered
5. Document proving parents’ name change (if any):
a. Marriage certificate or
b. Divorce certificate/decree
6. Two witnesses (for children over 12 years old)
