VITEM I - Research, Teaching or Academic Extension
According to the Normative Resolutions nº 20/2017 and 24/2018 of the National Immigration Council (CNIg), VITEM I may be issued in cases of scientific or technologic cooperation, for scientists, professors and researchers who plan who staying in Brazil for more than 90 days.
⚠️ For stays no longer than 90 days, you will need a VIVIS.
General requirements

5 | Copy of a health insurance valid in Brazil; |
6 | Letter of invitation containing specific information on the activity to be performed, location and duration of the engagement; |
7 | Proof of financial capability during stay in Brazil:

If applicant’s research is financed by a grant/fellowship/scholarship granted by CNPq, CAPES, FINEP or another Brazilian research institution:
11 | Sworn affidavit from financing institution; |
12 | Termo de Compromisso from applicant. |
If there’s a cooperation agreement between a foreign and a Brazilian educational or research institution OR if applicant’s research is financed by a grant/fellowship/scholarship granted by a Brazilian research foundation for research in educational institutions or research centers:

For biological research with commercial purposes

Notes
- Visa provision is subject to change without prior notice;
- We may ask you to translate additional documents and documents if we decide it is necessary;
- Issuance of a visa does not guarantee entry into Brazil, the final decision will depend on the immigration inspector;
- Application for visa does not guarantee the issuance of visa;
- If you have a valid visa in your old passport, you can enter the country by presenting your old passport and current passport at the same time;
- Visas can not be issued to Brazilian citizens. Brazilian citizens need to enter and leave Brazil with a Brazilian passport even if they have other nationality;
- All visas are multiple entry.
Passport
A valid passport must be presented, containing at least two blank pages.
Photo
The photo must meet the International Civil Aviation Organization (ICAO) standards and have a white background.

Online application form (Recibo de Entrega de Requerimento - RER)
The application must be filled out completely online. There is no paper-base application form.
You must access the following link: https://formulario-mre.serpro.gov.br/
At the end of the process, the system will generate an application receipt. You must print it, glue your photo onto it and sign in the appropriate field.
When accessing the above site, your internet browser may display a message indicating that the security certificate is not recognized.
The website is secure. Please choose the option to continue and/or confirm security exception.
After filling in the form and uploading the mandatory documents, the system will generate a PDF file.
⚠️ You need to make sure you have Adobe Reader or any other PDF file reader installed.
Print the last page, glue the photo onto it and sign on the appropriate field.
⚠️ The signature should match your passport signature.
⚠️ For minors (those under 18 years of age), signatures of both parents (or guardian(s)) are required. The applicant (minor) is not required to sign.
Police clearance
If you’ve lived in more than one country for the past 12 months, you must present the police clearance from every address where you’ve lived.
Police Clearance from countries that are members of the Hague Apostille Convention:

Background checks from countries that aren’t members of the Hague Apostille Convention:
If the country is not a member of the Hague Convention on Private International Law (HCCH), the background check must be legalized at an Embassy, Consulate or consular office of Brazil with jurisdiction over the place where the document was issued.
Proof of financial capacity
The proof of income must be of the last 30 days. You may choose from one of the options below:
- Certified copy of bank or credit card statement;
- Copy of savings certificate;
- Letter from the employer or institution that granted a scholarship, etc.
They must contain your name, the date of issued and the total amount.
Letter of invitation
The inviting institution must provide you with a letter explaining in detail the reason for your trip.
The letter must have the signature notarized in Brazil (firma reconhecida em cartório). If the inviting institution is a Brazilian public university, there’s no need to notarize the document.
The inviting institution doesn’t have to mail you the letter. A scanned copy will suffice, provided the document’s resolution is good enough for a good quality printout.
The letter must be written in one of the following languages: Portuguese, English, Spanish or French.
Sworn affidavit from financing institution
If your research is financed by a grant/fellowship/scholarship granted by CNPq, CAPES, FINEP or another Brazilian research institution, they must provide you with an affidavit (Declaração de Compromisso) giving details about the grant/fellowship/scholarship. It must mention the reason for your research, how long the project is going to be, how long your stays in Brazil will be, how much they’re paying, etc.
Portaria do Ministério da Ciência, Tecnologia e Inovação
You must bring a printed copy of the page of Diário Oficial da União containing the authorization for your research project from the Brazilian Ministry of Science, Technology and Innovation (Portaria do Ministério da Ciência, Tecnologia e Inovação).
Authorization from CGEN
For biological research with commercial purposes, you must present an authorization from CGEN, the Brazilian Council for Genetic Heritage Management (Conselho de Gestão do Patrimônio Genético).
Authorization from FUNAI
For research in indigenous land, you must present an authorization from FUNAI, the Brazilian Agency for Indigenous Affairs (Fundação Nacional do Índio).
Visa fee
Payment is made directly at the automated machines (券売機) available at the Consulate. Please check the visa fee here.
Termo de compromisso from applicant
You must bring the signed affidavit.
TERMO DE COMPROMISSO
Declaro, sob as penas do Código Penal brasileiro, para fins de realização de pesquisas no Brasil, cumprir as normas do País que regulam a participação de estrangeiros em tais atividades, nos termos do Decreto nº 98.830, de 15 de janeiro de 1990, e da Portaria nº 55, de 14 de março de 1990, do Ministro de Estado da Ciência e Tecnologia, e, especialmente, a legislação brasileira sobre coleta e acesso a componente do patrimônio genético e/ou a conhecimento tradicional a ele associado, me responsabilizando, ainda, a proceder à repartição de benefícios com os titulares desse patrimônio e/ou do conhecimento tradicional, conforme estabelecido na Lei nº 13.123, de 20 de maio de 2015, e no Decreto nº 8.772, de 11 de maio de 2016, bem como as posteriores alterações de todas essas normas, das quais tenho pleno conhecimento.
Autorizo a instituição brasileira envolvida a efetuar tradução, publicação e divulgação no Brasil dos trabalhos produzidos, conforme disposto na legislação brasileira vigente.
Declaro que o material científico recebido será armazenado em condições adequadas, conforme disposto na legislação brasileira vigente.
Declaro, ainda, que qualquer material coletado e identificado posteriormente como "tipo" será restituído ao Brasil.
Assumo o compromisso de informar à instituição brasileira coparticipante e corresponsável, periodicamente ou quando solicitado, sobre o desenvolvimento dos trabalhos no exterior com o material coletado, fornecendo inclusive os resultados científicos na sua forma parcial ou final, de conformidade com as disposições previstas nas normas citadas acima.
