Travel Authorization for Minors
Brazilian children under 18 years, residing abroad, may only leave the Brazilian territory traveling to the country of residence:
- in the company of both parents;
- unaccompanied or in the company of third parties, with the express authorization of both parents or legal guardians.
- in the company of only one parent, when duly authorized by the other parent;
- in the company of any of the parents, regardless of any written authorization, as long as carrying a Certificate of Residence Abroad, issued by the Brazilian Consular Office for less than two years.
In the above situation, the following options are available to authorize the minor's trip (click on the link to be forwarded to the text):
Comments:
- for a minor living abroad, traveling from Brazil to a country other than the one the children lives, the rules regarding the Brazilian residents apply;
- the simple travel authorization does not constitute an authorization to establish a permanent residence abroad.
Brazilian citizens under 18 years, residing in Brazil, can only leave the Brazilian territory:

In the above situation, the following options are available to authorize the minor's trip (click on the link to be forwarded to the text):
A) Travel authorization embedded on the child's passport
The authorization given directly in a passport can only be made when applying for the minor's passport. For more information on how to apply for a passport, click here.
This authorization shall be valid for the same period of validity of the passport.
B) Detached authorization, requested at the Consulate General in Montreal - Brazilian parent(s) or foreigner(s) holding a valid RNE
This service is free.
Brazilian or foreign parents with valid RNE must personally present to the Consulate:
- Two copies of the Child Travel Authorization Form duly filled in, without abbreviations and without erasure. Two versions must be presented for each child. Discard blank space(s) with a dash. Fill in the "VALID UP TO" field (it is recommended that the validity period be up to two years, if this field is not filled, the understanding is that the validity period will be 2 years). The forms must be signed in the presence of the consular agent. Optional photo;
- Original and copy of a Brazilian ID document (valid passport or valid ID card or RNE) of the minor's parent (s) who is authorizing the trip, or certified copies by a public notary or a Brazilian notary;
- Original and copy of the minor's valid passport and birth certificate, if the affiliation does not appear in the passport, or copies authenticated by a notary public or Brazilian notary's office. If the original documents are with the child in Brazil, copies of the documents mentioned in this item will be accepted, exceptionally.
At boarding time: present the two original versions to the the Federal Police agent, who should keep one of the documents.
Note: foreign parents not carrying valid RNE, see options C and D.
C) Detached authorization, signed before a local notary and apostilled - Brazilian parent(s) or foreigner(s) with or without a valid RNE
Both the Brazilian parent(s) and the foreign parent (s) with or without a valid RNE may sign two original versions of the Child Travel Authorization Form before a local public notary. The interested party(s) should have the document apostilled by the Canadian authorities.

At boarding time: present the two original versions to the the Federal Police agent, who should keep one of the documents.
D) Declaration of travel authorization issued at the Consulate General in Montreal - Foreign parent(s) without a valid RNE
This service is free.
The Declaration of Authorization of Minor Travel allows the Brazilian minor to leave Brazil with only one of the parents, unaccompanied or in the company of third parties. This is a consular declaration, which may be requested by a third party, by mail or by one of the parents, but must be withdrawn personally by the parent who is authorizing the trip. The following shall be presented:
- Application Form for Declaration of the Authorization of Minor Travel, duly filled;
- Original and copy of an identity document of the minor's parent(s) who are authorizing the trip;
- Original and copy of the child's valid passport and birth certificate, if the parent's names are not on the passport. If the original documents are with the child in Brazil, copies of the documents mentioned in this item will be accepted, exceptionally.
At boarding time: present the two original versions to the the Federal Police agent, who should keep one of the documents.
E) Certificate of residence - for children residing abroad
In order for minors living abroad to return to their country of residence, accompanied by only one parent, regardless of prior authorization of the other parent, the Certificate of Residence Abroad may be obtained, which may be used for a period of two years.
This option is not free, and the consular fees should be paid (CAD 22.50). Whenever possible, we recommend giving preference to alternatives A, B, C and D
For proof of residence of the minor, one of the following documents may be presented:
- if the child is up to one (1) year of age: only present the birth certificate;
- for children and adolescents of any age: vaccination / health / health card issued by a competent local authority; registration statement issued by a day care center, school or local educational institution; residence declaration stating the name of the minor issued by local authorities (filled and signed by both parents or guardians of the minor); another document which, at the discretion of the Consular Authority, proves the minor's residence in the jurisdiction of the Consular Office.
In addition to these documents, please present:
- Residency attestation form, duly filled;
- Original and simple copy (or authenticated copy) of a Brazilian ID document (valid passport or valid identity card or RNE) of the parent who will accompany the minor during the trip;
- Original and simple copy of the minor's valid passport and birth certificate (if the affiliation does not appear in the passport) or certified copies in a notary public / Brazilian notary's office.

Processing time
The processing time for any type of travel authorization is up to 15 (fifteen) business days from the date of receipt of the complete documentation.
