Tax Payer Registry (CPF)
Brazilian citizens living abroad: Registration, regularization, alteration or cancellation of CPF (Tax Payer Registry) should be requested directly to Receita Federal via email (see procedures below).
Foreigners living abroad: Requests for registration, regularization, alteration or cancellation of CPF after 02/Oct./2023 should be presented in person at the Consulate.
Any individual, Brazilian or foreigner, resident in Brazil or abroad, may apply for a CPF registration (the CPF is unique and definitive).
Brazilians aged between 18 and 70 years old must inform their voter registration number in order to apply for registration of CPF. Those who do not yet have a voter registration card must apply for it first, before obtaining the CPF.
Brazilians and foreigners residing in Brazil or abroad, who own assets and rights subject to public registration, such as real estate, vehicles, vessels, aircraft, bank accounts, investments in the financial market or in the capital market are required to have a CPF number.
The following are the procedures to be carried out by residents abroad to submit requests for registration, regularization, alteration, or cancellation of CPF:
(I) Guidelines for BRAZILIAN CITIZENS:
1. Fill out the form "Ficha Cadastral de Pessoa Física" at:
https://servicos.receita.fazenda.gov.br/Servicos/CPF/cpfEstrangeiro/Fcpf.asp
ATTENTION: The browser's "pop-up" blocker must be disabled, otherwise it will not be possible to send the request.
2. After filling out the aforementioned form, click on "send" - a registration form (FCPF) will be generated containing a service code;
3. Send an e-mail to cpf.residente.exterior@rfb.gov.br attaching the following scanned documents (PDF or JPEG format - no other formats or links to storage clouds are accepted):
a) Individual Taxpayer Registration Form (FCPF), mentioned above, duly filled in and signed;
b) An identification document of the interested party (passport, identity card, driver's or work card, foreign residence document issued by the country in which the person resides, etc.);
c) Brazilian birth or marriage certificate;
d) Voter registration card or consultation on the TSE website with the title numbering, for citizens over 18 years of age;
e) If the request is made by the person concerned, a "selfie" in which he appears holding his identification document open, close to his face, for the purpose of confirming his identity;
f) For children under 16 years old: parents must send their identification document and a “selfie” holding their own ID (not the minor's).
(II) Guidelines for FOREIGN CITIZENS:
To apply for registration, regularization or alteration of CPF, the foreigner must access the following form (besides Portuguese, the are other language preferences that can be chosen):

Once on the website, the foreigner must:
1. Fill out the online form;
ATTENTION: the browser's "pop-up" blocker must be disabled, otherwise it will not be possible to send the request.
2. Leave the "Voter" field blank in the form;
3. Click on "send" - a registration form (FCPF) will be generated containing a service code.
4. Access the e-consular platform and follow the guidelines to request “CPF service”. As soon as the request is validated (an email will be sent), make an appointment at the Consulate using the same e-consular platform. On the day of the appointment, please come to the Consulate carrying :
a) the Individual Taxpayer Registration Form (FCPF) mentioned, generated on the website, duly filled in and signed;
b) an identification document proving name, date of birth and nationality (e.g., passport, national identification document, RNE/CRNM);
c) Children under 16 must also present proof of parentage (e.g., the minor's foreign birth certificate) and attend the appointment at the Consulate with their parents or legal guardians.
d) The RF will use the email provided in the FCPF to communicate directly with the applicant regarding the progress of the application.
