In case the minor child's passport application is done at the Federal Police in Brazil, and both or one of the parents / legal guardians are in the United Kingdom, the procedures below can be followed at the Consulate:
Processing of the Federal Police forms in advance by the Consulate
The Federal Police has three types of forms of consent for passport to minor children, which can include or not a travel authorisation, available on their website.
Read carefully the instructions on the Federal Police website and select the appropriate form in your case. Fill in and print the form. Only sign the form once you are at the Consulate before the consular agent.
Access e-consular system (https://ec-londres.itamaraty.gov.br/) in order to book an appointment for the service "Autorização para concessão de passaporte para menor no Brasil (ou em outros postos brasileiros no exterior)".
The required documents for the respective service, according the table (click here), must be submitted, in addition to the payment for the service.
The Consulate would like to point out that only signatures of Brazilian citizens or foreign citizens who hold a valid National Registry of Foreigners (RNE) card can be certified. Foreign citizens who do not hold a valid RNE must have their signatures certified by a British solicitor or notary public. After this procedure, in order to be valid in Brazil, the form must be legalised by the FCDO - Foreign, Commonwealth & Development Office.
Authorisation, by means of power of attorney issued by the Consulate, for a third party to apply for the minor child's passport in Brazil
In case the minor child's passport application is done in Brazil by someone other than the child's parents / legal guardians, a specific power of attorney, granted by both parents / legal guardians, must be presented.
The power of attorney replaces the consent for passport to minor children and may include eventual travel authorisation.
