General information
- Brazilian legislation determines that voting is compulsory for all Brazilians aged between 18 and 70 years old, including those living abroad. Having a clean electoral record is necessary in order to obtain and regularise the CPF (Taxpayer Registry for Individuals), take office as a civil servant, enrol on Brazilian higher education institutions, amongst others.
- For electoral purposes, it is regarded as resident the citizen who has been living in England, Wales, Scotland or Northern Ireland for at least 3 months. The intention to remain in the country is also important.
- Superior Electoral Court TSE has determined that printed electoral cards for those domiciled abroad will no longer be issued; therefore, it is not necessary to collect the document at the Consulate anymore. Please click here to learn how to obtain your personal electoral data.
- The Foreign Electoral Office in Brasilia - CEE ('Cartório Eleitoral do Exterior') is the legal entity responsible for processing all electoral matters. The Consulate is solely responsible for intermediating the requests.
- TSE has not yet implemented biometrics abroad. If your electoral domicile is in Brazil, you must provide your biometric information at the electoral registry in your region. Click here for more information (Portuguese only).
How to request electoral services - Extraordinary procedure - COVID-19
Due to the COVID-19 pandemic, the Superior Electoral Court (TSE) authorized, on an extraordinary basis, the request for electoral services exclusively online. The decision is for an indefinite period, as long as the emergency situation arising from the COVID-19 pandemic lasts, and can be suspended at any time.
The procedure allows electoral services to be carried out without the applicant's presence at the Consulate. All processing is done online directly by the Foreign Electoral Registry - CEE.

Is the process to vote and obtain an electoral card. Once authorized, the voter is able to vote, in the United Kingdom, for President of Brazil. Brazilian citizens aged between 18 and 70 years old who have been living in England, Wales, Scotland or Northern Ireland for at least 3 months and have never had an electoral card. Those aged between 16 and 18 years old can also enroll, but voting is optional. |

Is the process to transfer the electoral domicile to London. Once authorized, the voter is able to vote, in the United Kingdom, for President of Brazil. Concurrently, the voter may request the fine exemption for absence on past elections, thus regularizing his/her electoral registration status. Brazilian citizens aged between 18 and 70 years old who have been living in England, Wales, Scotland or Northern Ireland for at least 3 months and would like to keep a clean electoral record, or those who have had their electoral card cancelled. For the transfer to be successful, there must have been no other requests anywhere else within the last year (enrolment, transfer, justification etc.). Moreover, there must be no further registration requests until the application is approved (e.g. regularization in Brazil right after requesting transfer to London). |

Is the process to rectify your electoral data when there is a mistake in the voter's name, date of birth, or any other information, or when the voter wants to notify a change (e.g. name alteration due to marriage etc.). Voters who have had their electoral card transferred to London, but need to make a correction, such as a specific letter in the name, a new surname etc. |
How to obtain your personal electoral data
In order to access your electoral data, prove you have a clean electoral record, and check where you are registered to vote, you must:
- Visit www.tse.jus.br, verify your electoral situation and issue the electoral clearance certificate (if you have a clean record) or verify your electoral data via the link “Título e local de Votação” [Electoral card and polling station]; or
- Download the app “e-Título” on your mobile phone to obtain the digital version of your electoral card.
Use the data you obtained (as described above) if you need to provide your electoral data for the purposes of passport, CPF etc.
Reminder: due to changes in the procedures adopted by TSE (Resolution No. 23,554/2017), it will no longer be possible to collect printed electoral cards at the Consulate.
Electoral justification
1. If the voter is already registered abroad:
The justification is only needed for the presidential elections, that take place every 4 years. The justification must be done on the app "e-Título" on your mobile phone.
2. If the voter is registered in Brazil:
In case the voter misses the deadline to justify, s/he will be able to regularise his/her electoral status at the Consulate, by transferring his/her electoral card. The transfer will include a fee exemption request (dispensa de multas) for the missed election round(s).
Voters who wish to justify their absence but do not wish to transfer their electoral cards - i.e. intend to continue voting in Brazil - must also justify on the app "e-Título" on the mobile phone and/or consult their own electoral offices in order to learn what to do.
Non-justified absences in three consecutive election rounds will result in the cancellation of one's electoral card. Frequently asked questions
1) Can I request a replacement copy of my electoral card, already transferred to London?
Copies of electoral cards are no longer being issued. You can check and confirm your data through the e-Título app or TSE's website.
2) I am seeking information about my electoral card, but I do not have my registration number. How can I find out what my electoral card number is?

3) I have already requested the transfer and been to the Consulate. When and how do I know if I have been successful?
Wait 30-45 days from the date you came to the Consulate. Verify your electoral data via the website www.tse.jus.br (“Título e Local de Votação” - electoral card and polling station) or the e-Título app.
If after this period of time your electoral domicile informed in the TSE website is not London, or if there is no available information about the voter, contact the Foreign Electoral Office in Brasília - CEE - direclty to check the status of your application, as you might have to request the electoral card transfer again. 4) I have received an e-mail from the Electoral Register saying my request has been accepted, but when I checked the website and/or app, I still see the previous data. Has there been a mistake?
After the request has been approved by the Electoral Register in Brasilia, it takes some time for the TSE database to be updated. Verify again in 5-7 days to obtain the updated electoral data.
5) Will my passport be issued with reduced validity if my electoral situation is not regular?
The absence of a regular and clean electoral record no longer results in passport validity reduction; however, it is highly recommended that voters keep a clean electoral record.
6) I have not found the answer to my query. What do I do?
