Travel authorisation for Brazilian minor children
To whom it applies
- The travel authorisation for minor children is compulsory for all Brazilian children (National Justice Council's Resolution No. 131/11) living in Brazil or abroad, whenever they are leaving the Brazilian territory to travel abroad unaccompanied, in the company of either parent, or in the company of a third party.
- If the minor is travelling in the company of a third party, the third party cannot be a foreigner who is resident abroad unless there is previous court authorisation (Resolution No. 131/11, Art. 3º). The third party MUST BE a BRAZILIAN national.
- The authorisation is compulsory even if the Brazilian minor child holds another nationality and is travelling under a foreign passport, regardless if this travel document contains a written travel authorisation.
General information
- The travel authorisation is only required when the minor child is leaving Brazil. No travel authorisation for minor children is required when entering the brazilian territory.
- The travel authorisation is required even if the parent(s) who will not accompany the minor child is/are present at check-in.
- If one or both parents are deceased, evidence must be provided by submitting the respective death certificate (original or certified copy). A photocopy of the document, provided by the party concerned, shall be retained by the Federal Police.
- Unless specifically stated, international travel authorisations provided by the National Justice Council's Resolution No. 131/11 do not constitute authorisation for the minor child to establish permanent residence abroad.
Required documents
The Brazilian or foreign parent / legal guardian who is going to authorise the child's trip (i.e. the one who will not accompany the minor child when leaving Brazil) must presented the documents listed below. If the child is travelling unaccompanied or in the company of either parent, both parents have to sign the travel authorisation. It will not be possible to process the application if the documentation is incomplete.

Only if the parent who will be signing the authorization is a foreign national. Submission of this document is intended as proof of maternity/paternity. Alternatively, the minor child's Brazilian ID card (RG) can also be accepted. |
How to request

Travel authorisation for minor children (BY POST) If you already have your signature registered with the Consulate, the system will provide you with the option of requesting by post*. The travel authorisation must be requested through the e-consular system. Click on the link on the side to find out how to apply. The validity of the document must be determined by the person who is giving the authorisation. In the absence of this information, the document shall be valid for 2 years. |
*Information regarding signature authentication:
- Having requested any service at the Consulate in the past (passport, power of attorney, civil registry etc.) does not mean your signature has automatically been registered.
- Foreign nationals may register their signatures only if they are holders of a valid National Registry of Foreigners (RNE) card.

Requesting by legalisation (apostille) with the British competent authority
In case the Brazilian or foreign parent/legal guardian has not registered his/her signature or cannot come to the Consulate to do so, the signature on the travel authorisation form must be certified by a British solicitor or notary public.
The document must subsequently be legalised by the FCDO (get an apostille). After being legalised, the form is considered valid in Brazil and can be presented to the Federal Police; there is no need for additional procedures at Consulate.
