Birth Registration + First Passport
GENERAL INSTRUCTIONS
Consular birth registration entitles you to Brazilian nationality and is a prerequisite for applying for a passport.
For the birth registration, the Brazilian father or mother must be present at the Consulate. For passport processing, if one of the parents is unable to attend the Consulate, it will be necessary to have the passport authorization notarized, as detailed below.
The registrant (child) under the age of 12 does not need to be present. If the child is over 12, their presence at the Consulate is mandatory. The registration of children over 12 also requires the presence of two witnesses.
Once the consular birth certificate has been obtained, the certificate must be registered at the Civil Registry Office of the city where the parents are registered in Brazil, or, if the parents are registered abroad, at the Civil Registry Office of the Federal District. It is recommended that the transfer be made quickly, preferably on the first trip to Brazil after registration.
IMPORTANT: SURNAME COMPOSITION
According to Turkish law, children born in the country are given the father's full surname, and it is not possible to add the mother's surname. As an alternative, some families of Brazilian children born in Turkey add the mother's surname as the child's second name.
It is recommended that you use a cell phone or computer with a scanner to fill in the following forms, as you will need to send images (or photos) of documents.
Photos or documents scanned by cell phone should be clear, only the document should appear, do not photograph other objects.
REQUIRED DOCUMENTATION
BIRTH REGISTRATION
1 - Application form for birth registration filled in and signed by the Brazilian mother or father who will attend the consulate for the registration.
2 - Original and copy of the Turkish birth registration certificate.
For children who are also the children of Turkish citizens, the "Nüfus Kayıt Örneği" is accepted. For children who are not Turkish citizens, the "Doğum Bildirim Formu" (birth registration document for foreigners) issued by the "Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü" is accepted.
3 - Original and copy of both parents' identity documents.
For Brazilians, present a Brazilian document, such as a passport, ID card, etc.; for foreigners, a passport or Turkish identity card ("kimlik").
4 - Original and copy of both parents' birth certificates.
For Turkish citizens, the "Nüfus Kayıt Örneği" is accepted.
5 - Original and copy of the marriage certificate (if any).
If the marriage took place in Turkey and has not been registered at the Consulate, it is recommended that the marriage be registered at the Consulate before the children are registered.
PASSPORT
In addition to the above documents, submit:
6 - Photo, size 3.5x4.5 cm, in color, taken no more than 6 months ago, with the face towards the camera, well lit and with a white background;
7 - Online passport application form ("Receipt of Application"), available at https://formulario-mre.serpro.gov.br
Instructions on how to fill in the passport form:
a) Attach all the required original documentation (front and back). Important: always scan the original document, never the copy;
b) It is a mandatory requirement to include your affiliation details;
c) When you have finished filling in the form, print out the receipt. The receipt must be signed by both parents (in the case of minors under 12) or by the minor themselves (if they are over 12);
d) Glue the photo in the corresponding field, even if it covers the barcode. DO NOT CUT OUT THE PHOTO;
e) If you have technical difficulties filling in the form, we recommend that you try filling it in using another internet browser (Explorer, Mozilla, Chrome or Safari) or another computer (Windows).

If one of the parents is unable to attend the Consulate to sign the authorization, the signature must be notarized as follows:
a) If one or both parents are in Brazil: fill in the form and have it notarized;
b) If one or both parents are in Turkey and are unable to attend the Consulate: register the passport authorization document with a Turkish notary (document known as "MUVAFAKATNAME");
c) If one or both parents are in a third country other than Brazil or Turkey: go to the nearest Brazilian Consulate or Embassy and follow the instructions for notarization; or notarize the document at a local notary's office and then have it legalized/apostilled and translated.

Birth certificate: on the day of the appointment.
Passport: estimated time of 1 week.
HOW TO APPLY
Gather the necessary documentation and request the service through the e-consular system: https://ec-istambul.itamaraty.gov.br
After checking the documentation, you will be authorized to schedule your visit to the Consulate. Keep an eye on your e-mail address to keep up with updates, as the appointment will be made by the concerned person, once the e-mail has been received.
On the day of the appointment, don't forget to bring your original documents and proof of payment.
