Register, Transfer and Adjust Status
Voting is not a choice in Brazil. All citizens between 18 and 70, even when living abroad, are expected to either vote or justify their absence at the Polls. Voting is essential for the practice of several acts in Brazil and Brazilian Consulates. Being up to date with your electoral obligations is a requirement to obtain or renew passports, validate your CPF (Taxpayer ID Number), apply for pensions and retirements, hold public offices and positions, among others.

Voter Registration is possible for Brazilian citizens ages 16 and older. Voting is mandatory for all literate Brazilian citizens over 18 and under 70, even if living abroad. Voting is optional for individuals 16 to 18, those over 70, and the illiterate. If the applicant registers late (over 18), absence at the Polls will generate debts with the Brazilian Board of Elections, and fines will incur. In that case, you will need to include a request for a waiver of fines. (There is a form for that) |

Each unjustified absence at the Polls generates a debt with the Board of Elections and, until the situation is settled, the voter will be subject to a series of restrictions, such as the impossibility of obtaining a certificate of voter compliance – Voter Clearance Receipt ("Quitação Eleitoral"), even if it appears as "regular" on the Brazilian Board of Elections (TSE) webpage (that is because a voter may be able to vote while not being in good standing with TSE). After three consecutive, unjustified absences at the Polls and failure to pay the applicable fines, the voter ID (voter registration) will be canceled and, after six years, removed from the electoral register (each round/runoff is considered an election). For those not registered to vote at this Consulate, the only way to settle their voting situation abroad is by transferring their electoral domicile (jurisdiction) and changing their polling place from Brazil to the United States. |

HOW TO APPLY FOR VOTER SERVICES - TITULO NET PLATFORM
Voter services are provided online only through the BRAZILIAN BOARD OF ELECTIONS, without appearing in person or sending original documents to Brazil or the Consulate in Chicago. There is no in-person or by-mail service for this kind of service at the Consulate. Requests/Inquiries regarding electoral issues must be made through the Titulo Net platform on the TSE (Board of Elections) website and e-mail.
1. Gather the required documents and fill out the forms (fine waiver and address declaration) (Checklist of required documents).
2. Fill out E-Titulo Net form and, under Documents, in the "FOTO SEGURANDO UM DOCUMENTO" field, attach a selfie holding a document that proves your identity - (passport and/or photo ID) - which must also be uploaded to the Titulo Net. If the document does not bear your parents' names, you must also upload a birth or marriage certificate, as the case may be.
Attention: If the application via Titulo Net is incomplete, the request will be denied and excluded by the Board of Elections' files. In this case, a new application form must be completed and submitted.
3. You will then be asked to upload the fine waiver form completed and signed. Upon completion, a confirmation protocol will be generated, and the status should read: "Aguardando comparecimento do eleitor" (Awaiting for voter). In this case, you should wait for the Board of Election's review.
If the situation is “Pendente de quitação ou dispensa de multas ", (Pending Voter Clearance Receipt), go to “Acompanhar Requerimento” (Track Request) on the TSE website and complete the information. Upload the Fine Waiver form and finalize the request.
When the request is accepted, you will, in a few days, be able to access and print it on the Board of Elections website https://www.tse.jus.br, the Voter Clearance Receipt (Certidão de Quitação Eleitoral), double check your Voter Registration information as well as verify your voter status.
Note: Do not mail any documents to Brazil or the Consulate. This is an online application.
Updating voter data is the Board of Election's duty. We recommend that you apply early enough, as delays may occur during processing by the Electoral Board of Elections.
DOCUMENTS REQUIRED FOR TITULO NET
For "Titulo Net service", the applicant must upload the following documents:
1. Photo ID: Brazilian ID (RG), Brazilian passport (even if expired), OR Brazilian DL (CNH). Notes: upload the most recent;
2. Birth or Marriage Certificate: Must include parents' names;
a) for single individuals – birth certificate;
b) for married/divorcees/legally separated individuals – Brazilian marriage certificate, including divorce annotation or separation decree registered in Brazil. NOTE: If you have a twin, upload the birth certificate;
c) if there was a name change by a court decision in Brazil – a full-content birth certificate;
3. Proof of residence (If you do not have an electric bill or bank statement in your name, please complete and sign the Formulário de Declaração de Residência (Declaration of Address Form);
4. Fine waiver form, if necessary. Duly completed and signed;
5. Male citizens between the ages of 18 and 45: Military document (Certificate of Enlistment, Certificate of Exemption form Draft, etc.);
6. A selfie: photo holding an ID. Face must be visible, and document data must be clear enough. The document used with the selfie must also be uploaded separately (uploaded twice) 1st Selfie under "FOTO SEGURANDO UM DOCUMENTO" (holding the ID) and 2nd the ID itself under "DOCUMENTO DE IDENTIDADE (FRENTE)" (Information side of the ID)";
7. Voter registration data (optional): Original Voter ID, if you have it, or Voter Clearance Certificate, if you have it (for those who have already paid their fines or are only applying for voter registration transfer). NOTE: Voter ID or commonly referred to as Voter ID/card is actually a number or an app that can be downloaded on your phone (E-Titulo). It is not a physical card.
Be aware that proof of compliance before the Board of Elections is mandatory for applying for CPF and passport.
STEPS AFTER VOTER ID APPLICATION
The processing period by the Board of Elections - Overseas voters (Cartório Eleitoral do Exterior) is a few weeks. The applicant must wait for the Board review and registration update through E-Titulo or TSE webpage. https://www.tse.jus.br (click on "situação eleitoral").
The Board of Elections - Overseas voters - will no longer forward physical voter IDs to overseas voters (TSE Resolution No. 23,554/2017). Thus, there will no longer be deliveries of physical cards to voters registered with the Consulate in Chicago. To check if your application for voter adjustment has been processed, accepted, and updated, follow the steps below:
1. Check your status here: https://www.tse.jus.br/eleitor/titulo-e-local-de-votacao/copy_of_consulta-por-nome (Search by name)
2. If your voting status appears as "regular", double-check the data (registration number, polling place) here: https://www.tse.jus.br/eleitor/titulo-e-local-de-votacao/titulo-e-local-de-votacao or access the following TSE webpage: https://www.tse.jus.br. On the home page, look for [serviços ao eleitor], choose [título eleitoral] option, and complete the required information.
3. For the Voter Clearance Receipt:
a) after receiving your voter registration number (voter ID), access https://www.tse.jus.br/eleitor/certidoes/certidao-de-quitacao-eleitoral and complete with the required information or;
b) download the E-Titulo app on your cell to access the digital "voter ID", where you can see all of your voting history and status, check your polling place, and Voter Clearance Receipt.
